Job Description

  • Participate in registration meetings to officially register all MGS (Multi-Intelligence Ground Station) related information systems with the Designated Approval Authority (DAA) for NGA.
  • Ensure proper preparation, maintenance, and accuracy of System Security Authorization Agreement (SSAA) documents for each IS, reflecting the definition, development, security testing processes, and relevant security requirements.
  • Take necessary actions to ensure the correct entry and maintenance of all MGS related Information Systems using the XACTA Information Assurance web application.
  • Review proposed system security plans to verify compliance with NGA security guidelines, agency policies, and Intelligence Community Directives.
  • Schedule and complete Vulnerability Assessment Testing (VAT) on an annual basis, addressing any findings in a Plan of Action and Milestones (POAM).
  • Review and respond promptly to Information Assurance Vulnerability Alerts (IAVA) as required.
  • Maintain regular communication with the NGA C&A team (IAO, CE, and DAA) and keep them informed of any upcoming changes to the system baseline that may impact security.
  • Review and provide input on security-related test procedures prior to readiness reviews.
  • Advise the Program Manager (PM) on life cycle integrated security engineering, including the review of Request for Change (RFCs), Engineering Change Proposals (ECPs), related C&A documents, attendance at design reviews, and the identification and documentation of requirements.
  • Support the Program Manager in ensuring that all aspects of each Information System (IS) meet the applicable NGA C&A requirements, from initial concept to implementation, system maintenance, and continuous monitoring.
  • Provide guidance and support to the PM in managing the IS throughout its life cycle, including system development cost, schedule, performance, and the transition to operations after initial operating capability (IOC).
  • Offer advice and support to the PM during the early stages of the system life cycle to initiate the C&A process, negotiate security requirements, and define the technical security features of the IS.
  • Ensure that security guidance from the PM is effectively communicated to the developer to meet the requirements for delivering a certified and accredited system within the designated schedule.

 

Qualifications

  • Demonstrated specialized experience in System Integration, System Engineering, Acquisition or Project Management experience.
  • Bachelor's Degree in System Engineering, Computer Science, related technical degree, or equivalent experience.

 

Desired Qualifications

  • Possess a demonstrated understanding of the geospatial intelligence mission and its contributions to the Intelligence Community (IC).
  • Demonstrate a comprehensive understanding of Certification and Accreditation processes.
  • Exhibit specialized experience in the application of NGA systems architecture components and processes.
  • Have a solid understanding of the Department of Defense's (DoD) GEOINT Tasking, Processing, Exploitation, and Dissemination (TCPED) processes.
  • Hold DAWIA Level III/II certification in Program Management or an equivalent certification (e.g., PMP), or possess relevant experience.
  • Demonstrate specialized experience in using the XACTA Information Assurance web application.
  • Exhibit specialized experience in NGA Continuity of Operations processes, including the ability to write Information Technology Disaster Recovery (ITDR) plans, Business Continuity Plans, and modify and document Essential Functions. 
  • Maintain a professional certification as a Certified Information Systems Security Professional (CISSP).
