Job Description
- Offer technical advisory support and services to the Motion GEOINT Services' Program Manager (PM) and Deputy Program Manager (DPM) to ensure NSG interoperability with ISR (Intelligence, Surveillance, and Reconnaissance) systems.
- Provide technical assistance for integrating tactical exploitation with national intelligence and the national exploitation of tactical intelligence.
- Support the development efforts of Military Services' Intelligence Systems.
- Bring technical and acquisition expertise to facilitate the rapid execution of Hyper-Spectral Imagery (HSI) and Light Detection and Ranging (LiDAR) tactical data projects. Focus on interoperability, testing, tactical data ingest, processing, exploitation/analysis, storage, dissemination, and associated infrastructures for tactical data integration activities.
- Assist the Program Manager (PM) of the Tactical Intelligence Analysis Team (TIAT) with daily administrative functions, including tasker processing and tracking, meeting setup and execution, weekly activity reports, and program/project outreach. This includes all functions associated with the weekly TIAT Staff Meeting.
- Support DIZE/DCGS (DoD Intelligence Information Systems for the Intelligence Community) governance, exercise/demonstration activities, and outreach efforts, including periodic briefings and events.
- Aid in drafting and delivering MGS (Multi-Intelligence Ground Station) program presentations to external organizations and customers.
- Provide engineering and project management support to the government PM/COR (Contracting Officer's Representative) of the Thenga Airborne Exploitation Capabilities (AEC) contract, including requirements statements, support, and Earned Value Management System (EVMS) review.
- Assist in managing multiple airborne projects for the program office, focusing on multi-cell Airborne Center installations and improvements.
- Offer direct support to the government PM/COR by assisting with Spend Plans, independent government cost estimates, and ROM/BOM (Rough Order of Magnitude/Basis of Estimate) reviews.
- Monitor the contractor software build process to enhance version delivery testing at the "factory" and at NGA. Recently assumed the role of NGA Test Director for theme version deliveries.
Qualifications
- A minimum of 12 years of total experience is required, with at least 8 years of specialized experience.
- Possess demonstrated specialized experience in working with tactical sensors and integrating them tactically with either DoD, NGA, or US/Coalition Mission Partners.
- Exhibit specialized experience in NGA or DoD organization acquisition and procedures.
- Demonstrate specialized experience in program and project management.
Desired Qualifications
- Possess demonstrated specialized experience in the execution of NGA's role in strategic and tactical efforts to integrate tactical ISR (Intelligence, Surveillance, and Reconnaissance) into the NSG (National System for Geospatial Intelligence) architecture.
- Demonstrate specialized experience in identifying and resolving issues related to Tactical Data integration activities.
- Exhibit functional knowledge about NGA libraries, data storage, and developing and implementing initiatives to integrate Tactical Data GEOINT (Geospatial Intelligence) capabilities and requirements into the NSG and MGS (Multi-Intelligence Ground Station) workflow.
- Demonstrate specialized experience in applying system engineering processes, particularly in requirements analysis, interface definition, and detailed implementation planning of large complex systems or enterprises, focusing on tactical data and enterprise-wide interoperability.
- Possess specialized experience in program integration, integrated library data architecture, scheduling, requirements and configuration management, risk management, metrics development and analysis, Earned Value Management, verification and validation test activities, and commissioning, turnover, and acceptance activities.
- Hold a Master's Degree in a business or engineering-related field.
- Demonstrate specialized experience in Tactical Collector ISR, particularly with new/emerging collectors, and have military experience with DCGS (Distributed Common Ground System).
- Possess a comprehensive tactical system/project/program management experience, with specialized experience in the rapid execution of tactical data projects. Focus areas include interoperability, testing/demonstrations, tactical data ingest, processing, exploitation/analysis, storage, retrieval, dissemination, and associated infrastructures.
