Job Description
- Provide expertise and advisory support to NGA seniors and program managers on the Analytic Services Project (AS) within the Analysis Integrated Program Office (IPA).
- Assist the government program manager in overseeing project integration, testing, interoperability, analysis, and associated infrastructures.
- Maintain up-to-date status and progress of all programs and projects through periodic and formal reviews, informal meetings, technical exchanges, and reporting.
- Track performance progress, report on measures, and coordinate additional operational, resource, and financial planning activities.
- Maintain the AS roadmap under NGA-prescribed policies.
- Conduct briefings, Technical Exchange Meetings (TEMs), and events.
- Perform analysis and risk assessments on development activities of ASC (Analytic Services Contract).
- Prepare and submit detailed minutes and notes regarding TEMs, reviews, and milestone events.
- Prepare and submit documents and briefs required for NGA reviews and readiness events.
- Create and modify documentation to support program milestones.
- Provide comprehensive program and contract management support, including requirements analysis, acquisition strategy development, technical planning, risk assessment/decision support, and organizational assessments and recommendations.
- Provide expertise to support systems engineering and systems integration tasks, tailored to meet specific needs.
- Conduct performance and progress assessments and make recommendations for development and design.
- Support AS Independent Verification and Validation (IV&V) activities.
- Assess the availability and applicability of new and emerging technology and its potential application to AS and the NSG.
- Review systems engineering processes, evaluate technology options, and identify utilization opportunities.
- Monitor and report on contract performance, including support in earned value management, integrated baseline reviews, program status reviews, and technical exchanges.
- Assist in defining requirements and developing acquisition strategies in accordance with stated policies and procedures.
- Conduct Analysis of Alternatives (AoA) for proposed operational and technical solutions.
- Develop Program Office responses to mission impacts, acquisition cycles, improvement processes, and resource utilization.
- Prepare independent technical white papers to provide additional guidance, insight, or highlight potential issues with the current program.
- Collaborate with DoD and mission partners to define future architectures and assess internal and external needs for developing potential capabilities aligned with the customer's enterprise architecture.
- Ensure the approved architecture is defined, developed, and captured at the enterprise level.
- Support planning, programming, and budgeting activities related to architecture and engineering, aligning them with budget execution and Program Objective Memorandum (POM).
- Document, coordinate, and translate all mission needs into enterprise capabilities, Concept of Operations (CONOPS), and architectures.
- Provide advice to the Program Manager (PM) throughout the program lifecycle regarding cost, schedule, risk, and performance issues.
- Support the formation of various integrated product teams and attend technical exchange and program staff meetings.
- Provide expertise and support in developing and promoting Program Objective Memorandum (POM) submissions for the Analytic Services project.
- Assist in developing budget submittals to NGA's Financial Management Directorate and write and defend budget inputs for Congressional Justification submittals.
- Coordinate and synchronize spend plans across multiple projects/efforts with the Chief Information Officer (CIO) - Information Technology (IT) Directorate.
- Assist in writing and defending Overseas Contingency Operations Funds and Analytic Services Division's unfunded requirements.
- Assist AS government program managers in preparing support documentation, including funding documents, Support Agreements, Interagency agreements, Statements of Work/Objectives, Independent Government Estimates, Determinations and Findings, Justifications and Approvals, and Requests for Procurement Services.
- Assist the PMO with coordination, writing, and evaluation of programmatic proposal documents, provide technical assessment of contractor proposals' SOW, and ensure the PM is equipped with the latest execution plan for the next phase of the program.
- Assist government program managers in providing answers/input on funding from NGA, OUSD(I), DNI, and Congress.
- Analyze and review contract Cost Performance Reports (CPR) and Contract Funds Status Reports (CFSR) data, and provide recommendations to improve and resolve findings.
Qualifications
- A combination of twenty (20) cumulative years of experience in which fifteen (15) is focused demonstrated understanding, knowledge, and familiarity in the following:
- Possess demonstrated specialized experience in working with tactical sensors and integrating tactical data with either DoD, NGA, or US/Coalition Mission Partners.
- Demonstrate specialized experience in applying system engineering processes, specifically in requirements analysis, interface definition, or detailed implementation planning of large complex systems or enterprises, focusing on tactical data and enterprise-wide interoperability.
- Exhibit specialized experience in NGA or DoD organization acquisition processes and procedures.
- Demonstrate specialized experience in program and project management.
Desired Qualifications
- Possess demonstrated specialized experience with NGA, DoD, or other Intelligence Community (IC) agency acquisition processes and procedures.
- Demonstrate specialized experience in program and project management.
