Job Description

Supports the CTR mission by providing subject matter expertise and trusted advisors in a multitude of cross-cutting functions that assist CTR Program working with foreign partners to eliminate WMD-related systems and materials; consolidate and secure WMD-related systems and materials; and detect and interdict WMD-related trafficking or outbreaks of especially dangerous diseases.

Provides expert advice and assistance to CTR project managers on the full range of physical security and safety issues associated with WMD and to assess the security and operating environment for new CTR engagement countries. Provide expertise in customs, coast guard, and border guard security operations, tools, techniques, tactics, and procedures related to detection and prevention of WMD proliferation.  Validates the accuracy and completeness of vulnerability assessments and site designs and advises CTR project managers on partner state security personnel training requirements for the effective operation of CTR provided security systems and evaluates proposed training programs developed for potential use by the CTR Program.

Responsibilities:

  • Provide technical expertise on the state of treaties, international agreements, and the provisions of U.S. law or policy regarding WMD proliferation prevention, especially issues of legal authorities for interdiction and seizure in both maritime and land-based contexts composed of how well each weapons system is designed and manufactured, and its maintainability over time.
  • Provide expertise in WMD detection equipment for land, maritime, and aerial operations, including networks and communications systems, portal monitors, and handheld and mobile detectors for radiological, biological, and chemical agents.
  • Provide expertise in visual recognition of WMD, WMD components and delivery systems.
  • Provide expertise in customs, coast guard, and border guard security operations, tools, techniques, tactics, and procedures related to detection and prevention of WMD
  • Provide technical expertise and training in sensing applications that apply to the defense of the United States of America, and trained to recognize field hazards that include explosives, biological, chemical, and nuclear contamination, and appropriate methods for dealing with those hazards.
  • Provide expert advice and assistance to CTR project managers on the full range of physical security and safety issues associated with WMD and to assess the security and operating environment for new CTR engagement countries.
  • Validate the accuracy and completeness of vulnerability assessments and site designs and shall advise the CTR project managers on partner state security personnel training requirements for the effective operation of CTR provided security systems and shall evaluate proposed training programs developed for potential use by the CTR Program.
  • Support CTR’s efforts to enhance partner state capacity to respond to WMD incidents or accidents, to include assistance in execution of training and exercises, development of plans for emergency response and consequence management, to include such areas as bio-containment laboratory accidents, radiological events, and large-scale chemical events.
  • Support efforts to assist in the design of security system requirements for WMD transport and storage systems. The contractor shall support efforts to advise on U.S., DOD, and international Biosafety and Biosecurity guidelines, standards, and best practices and their implementation.

Supported Technologies:  Microsoft Office applications suite (PowerPoint, Word, Excel, Teams)

    Qualifications

    • Secret security clearance
    • Master’s degree in related field and 10 + years relevant experience; or bachelor’s degree and 15 years’ experience.
    • Experience in physical security planning, assessments, and implementation
    • Experience in a CWMD or CBRN related mission.
    • Knowledge of US government agencies and organizations engaged in proliferation prevention and complementary activities, and the extent of those activities.

     Desired Skills and Qualifications: 

    • Experience working with or training foreign nationals in WMD security.
    • Experience in DTRA or a similar CWMD agency or Command.
