Job Description

Performs tasks requiring management of a large and small-scale programs, encompassing multiple projects, with a total lifecycle budget and complexity comparable to the BPA Order at hand. Tasks may include planning, initiating, managing, executing, and closing out small and large-scale programs in support of the Department of Veterans Affairs (VA) Office of Community Care's (OCC) mission.

Offers advanced technical or practical knowledge of highly specialized tasks. Prepares and organizes reports identifying results of studies and evaluations. Makes recommendations on appropriate actions. Applies principles, methods, and knowledge of functional areas of expertise to task requirements.

Understands the broad business imperatives of the VA OCC relationship to contribute to the priorities, timelines, and political environment in which immediate, intermediate and long-term strategic objectives can be executed. Supports the development and publication operating plans and use of technology enabled tools to measure and monitor organizational performance against mission process and completion.

Researches, analyzes, and provides recommendations on courses of action regarding people, process, technology and the relationship to sustainable change management implementation. Skilled in the resolution of conflict, must work closely with multi-disciplinary program teams to create communication processes that promote integration, collaboration and cross-communication. Possess extensive in-depth knowledge of PMBOK Project Management, internal programs areas, organizational wide policies, procedures and protocols in line with mission goals.

Manages the development and implementation of training packages, leads workshops and discussion groups to elicit ideas and determine strategic plans and outputs.  

Qualifications

Required Skills/Qualifications

  • Bachelor’s degree in a related field
  • At least 8 years of relevant experience
  • Must have experience with the entire MS Suite, including Visio and Project.
  • Must be a very strong writer (technical writing, drafting reports, decision papers, white papers, etc.)
  • Experience with writing requirements
  • Experience with Program and Project Management
  • Acquisition experience (former 1102 preferred)
  • Knowledge of program management concepts, acquisition lifecycle equities, business operations, business processes, and/or technology environments
  • Excellent verbal and interpersonal communication skills
  • Critical Thinking skills

Desired Skills/Qualifications

  • Experience supporting federal government customers (previous VA experience highly valued)
