Department of Defense’s (DoD) CTR Program is a threat-based, counter-weapons of mass destruction (CWMD) program, and the Department works cooperatively with allies and partners to reduce or eliminate WMD threats. The DoD’s CTR Program is guided by the 2017 National Security Strategy, 2018 National Defense Strategy, and the DoD Countering Weapons of Mass Destruction Strategy. Its primary purpose is to reduce and eliminate WMD threats. The cooperative nature of the DoD’s CTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners. Consequently, the DoD, through the CTR Program, has helped create a network of likeminded allies and partners with increased threat reduction capabilities that contribute and advance the interests and security of the United States of America.

CTR Program directly supports United States (U.S.) national security objectives and initiatives by:

1. Facilitating - the safe and secure transportation and storage of nuclear weapons, nuclear weapons-usable or high-threat radiological materials, nuclear weapons components, and associated delivery vehicles; and the elimination of nuclear weapons, nuclear weapons components, and nuclear weapons delivery vehicles.
2. Preventing the proliferation of nuclear and chemical weapons, weapons components, and weapons-related materials, technology, and expertise.
3. Preventing the proliferation of biological weapons, weapons components, and weapons-related materials, technology, and expertise, which may include activities that facilitate detection and reporting of highly pathogenic diseases or other diseases that are associated with or that could be used as an early warning mechanism for disease outbreaks that could affect the Armed Forces of the United States or allies of the United States, regardless of whether such diseases are caused by biological weapons.
4. Preventing the proliferation of weapons of mass destruction-related materials, including materials, equipment, and technology that could be used for the design, development, production, or use of nuclear, chemical, and biological weapons and the means of delivery of such weapons.
5. Carrying out military-to-military and defense contacts for advancing the mission of the Program.

Responsibilities

This position will function as the Advisory and Assistance Services (A&AS) Project Analyst for the DTRA Cooperative Threat Reduction (CTR) Security and Elimination (S&E) Department. The Security and Elimination (S&E) Department supports international partner nations by PREPARING plans and capabilities to rapidly respond to contingencies to secure and eliminate WMD; SECURING nuclear, radiological, and chemical weapons and materials; and ELIMINATING nuclear and chemical weapons and delivery systems. This role will serve as a Subject Matter Expert that will provide advice, assistance, and technical expertise in the following areas: (1) Chemical Unexploded Ordnance; (2) Counter Nuclear Smuggling; (3) Physical Security of Chemical, Radiological, and Nuclear Material; and (4) Safe and Secure Transportation and Disposition of Nuclear Material. The S&E Subject Matter Expert serves as lead technical Advisor and Assistance Support to the Government Project Officer and is directly responsible for ensuring all project-level deliverables meet quality and schedule requirements.

Tasks may include but are not limited to:

• Develops and delivers briefings for senior DoD officials;
• Supports updates to quarterly project fact sheets and regional/country summaries for the Office of the Secretary of Defense;
• Supports the development of project-level inputs for Program Objective Memorandum, Project Management Reviews, Annual Report to Congress, Annual Spend Plans, and metrics reviews as required;
• Supports country assessments and validating project metrics on a recurring basis;
• Responsible for conducting vulnerability assessments, training to need analysis, identifying and validating requirements, and developing strategy and objectives for projects ranging from chemical UXO response, nuclear/radiological site security, transportation security, and post interdiction counter nuclear smuggling activities;
• Responsible to assist project officers with linking project activities and objectives to National Strategy, Combatant Command plans, DoD priorities, and efforts of interagency partners;
• Responsible for developing and/or reviewing statements of work, work breakdown structures, independent cost estimates, source selection criteria, and technical evaluations of contractor proposals;
• Responsible for advising project officers on and developing sustainment and transition plans to ensure partner nations are capable of maintaining capacity upon project completion;
• Responsible to provide quality staff products including analysis and assimilating information, developing products to support decision making (e.g. papers, action memos, talking points, and briefings).
• Will be expected to review project technical deliverables and coordinate with other team members to provide comments that will advance project execution;
• Will interact with U.S. Government personnel, other contractors, and in-country representatives to include foreign governments;
• Will be required to travel OCONUS to support project execution (i.e., develop requirements, monitor/inspect work completed, and coordinate with in-country representatives). May be required to travel OCONUS ~25% of the schedule. Trips typically last 1 week, but, on occasion, may extend to 2 weeks or more in duration;
• Will be expected to coordinate logistics requirements for travel;
• Will coordinate with project analysts to support requirements development, sustainment, cost vs. performance trade-off analysis, feasibility analysis, regulatory compliance support, quality assurance, and cradle to grave project management;
• Will coordinate with project analysts to develop budget estimates;
• Will develop, coordinate, and/or contribute to trip reports following all work-related travel;
• Will support additional related activities as assigned.

Required Skills/Qualifications

• Bachelor’s degree (B.A. or B.S.) and 10+ years of related experience. 
• Experience in programs dealing with the threats of chemical, biological, radiological, and nuclear materials
• Experience with guard force procedures, equipment and training, management and design of physical security systems, and CBRN detection equipment
• Proficient in staffing processes and able to assimilate and analyze information, develop products to support decision making.
• Proficient with Microsoft Office Tools
• Ability to work independently
• Must be eligible or currently hold a DoD SECRET clearance.

Desired Skills/Qualifications

• MS and 10+ years of related experience
• Explosive Ordnance Disposal qualified.
• Experience at combatant command staff, Nuclear Disablement Teams (NDT) or Civil Support Teams (CST) is highly desired.   
• Familiarity with project management and acquisition processes are desired.
• Demonstrated capability to prepare relevant instructional content and conduct training and mentoring
• Experience working with the Department of Defense, Department of Energy, and US National Laboratories
• Experience working with international partners and international organizations
• Experience in operational energy, energy technologies, including experience working on implementing U.S. government programs to reduce nuclear, chemical, or biological threats internationally
• Knowledge of the intersection between safety, security, and safeguards (3S) as they are applied at facilities that hold nuclear and radiological material
• Familiarity with the application of technical guidance from the International Atomic Energy Agency (IAEA) and regulatory best practices in ensuring safety and security
• Understanding of United States and International industry best practices and standards in nuclear energy and radiological security
• DOD TOP SECRET/SCI eligibility is desired.
