Background

The Department of Veterans Affairs (VA) is committed to providing our Nation’s veterans with timely, accessible, and high-quality care. The Office of Community Care (OCC) administers health benefits programs for veterans and their family members. In June 2018, Congress passed the VA Maintaining Systems and Strengthening Integrated Outside Networks Act of 2018 (MISSION Act). This legislation consolidates VA’s community care programs into a new Veterans Community Care Program that will help to ensure veterans choose VA by getting them the right care at the right time from the right provider.

Red Gate provides executive support services to ensure OCC is positioned to address the ever-changing healthcare landscape and ongoing improvements to the Veterans Community Care Program. The Integrated Master Scheduler serves as the lead project scheduler for Red Gate’s OCC contract. The Integrated Master Scheduler is responsible for creating enterprise schedules that encompass and integrate the milestones associated with related acquisition projects (primarily contract modifications required to ensure compliance with the MISSION Act).

Responsibilities

  • Serves as the lead project scheduler and milestone tracker for various related acquisition projects;
  • Tracks and manages projects from inception to completion, including:
    • Project planning (collecting requirements and action planning);
    • Project administration (resource management, communication with stakeholders, interpretation of process and guidelines, and conducting process improvement reviews);
    • Project implementation (quality assurance, project documentation, and post-implementation review);
  • Coordinates with stakeholders across various program workflows to gather schedule data and outline dependencies among schedule activities;
  • Analyzes schedule data and determines the impact of critical path on project schedules;
  • Develops integrated master schedules using available information and participating in meetings and ad hoc discussions with a variety of stakeholders;
  • Generates multiple integrated master schedules to address changes and impacts with contracts (pre-and post-award), contract modifications, and other assigned programs/projects;
  • Ensures traceability of all schedule milestones;
  • Produces schedules that reflect resource allocation and milestone/schedule administration (e.g., Gantt charts);
  • Updates schedules in conjunction with VA Contracting Officers and Contract Specialists to incorporate program changes and leadership guidance;
  • Develops and supports regular and ad hoc program reporting requirements, as needed;
  • Determines the status of work in progress and time required to complete open tasks, and re-assesses priorities, as needed;
  • Briefs leadership on project status, significant developments, and risks, as requested;
  • Ensures all parties are informed of changes in requirements, resources (and impacts on meeting established project timelines), tasks and sub-tasks, milestones, deadlines, and schedules;
  • Archives all schedules and documentation on client SharePoint site, as required; and
  • Reviews and analyzes schedules to determine level of effort, document lessons learned, and identify areas for improvement.

 

Qualifications

Required Skills/Qualifications

  • Bachelor’s degree in Business, Computer Science, Engineering, Information Technology, Management Information Systems, or a related technical field
  • At least 10 years of experience creating project schedules and/or integrated master schedules for large acquisition or healthcare programs
  • Expert knowledge of Microsoft Project, Visio, or similar scheduling software
  • Knowledge of generally accepted scheduling principles and best practices
  • Excellent verbal, written, and interpersonal communication skills
  • Advanced proficiency with Microsoft Office software package

Desired Skills/Qualifications

  • Familiarity with earned value management concepts, guidelines, and processes
  • Knowledge of federal and/or VA acquisition policies, guidance, and regulations
  • Familiarity with government contracting, procurement, and acquisition
  • Operational understanding of healthcare contracts and programs
  • Experience supporting federal government customers (previous VA experience preferred)
