Job Description

The Defense Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) is a congressionally mandated initiative launched in February 1999 to provide organizations within the Department of Defense (DOD) with personnel flexibilities beyond what is available under the existing General Schedule system in the areas of classification, hiring, compensation, and performance management. AcqDemo is designed to attract, motivate, and retain high-quality acquisition professionals by providing employees with a flexible, responsive personnel system that rewards employee contributions and provides line managers with greater authority over personnel actions. AcqDemo is managed and administered by the AcqDemo Program Office within the Office of the Under Secretary of Defense for Acquisition and Sustainment. Approximately 49,000 civilian employees across DOD currently participate in AcqDemo, with the potential to grow up to 130,000 employees over the next 5 years. AcqDemo is currently authorized through Fiscal Year 2023, but may become a permanent alternative personnel system for the DOD acquisition community.

Red Gate provides the personnel, tools, and resources to develop, implement, maintain, support, and improve AcqDemo policies, analysis, and software. The Policy Coordination Officer plays an integral role in this process, serving as a subject matter expert and senior advisor to AcqDemo leadership on the development of policies governing the implementation of the AcqDemo Program.

Responsibilities

  • Provides expert advice, guidance, assistance, and support to AcqDemo leadership on decisions related to AcqDemo policies, procedures, and operating guidance;
  • Recommends new AcqDemo policies and changes to existing policies based on the needs of participating organizations and the implementation of emerging acquisition workforce requirements, human resources trends, and proven best practices;
  • Coordinates with AcqDemo leadership to identify policy priorities and establish project timelines;
  • Leads the development and maintenance of AcqDemo policies, procedures, and operating guidance;
  • Conducts research and collects information about proposed policies and revisions;
  • Monitors developments in human resources policy and related issues;
  • Establishes and maintains strong working relationships with participating organizations and other AcqDemo stakeholders through meetings, networking, training, technical assistance, and dissemination of AcqDemo policy information;
  • Engages with participating organizations and other AcqDemo stakeholders to collect input and feedback on proposed policies and revisions;
  • Prepares and presents briefings to AcqDemo leadership and other key stakeholders on AcqDemo policies, procedures, and operating guidance; emerging requirements, trends, and best practices; and other topics associated with the governance of the AcqDemo Program;
  • Facilitates and participates in working groups, task forces, and planning teams associated with AcqDemo policy initiatives;
  • Represents AcqDemo in intra- and inter-agency policy discussions and meetings;
  • Advises participating organizations who need clarification on the implementation of AcqDemo policies, procedures, and operating guidance; and
  • Participates in AcqDemo lessons learned activities to ensure new and revised policies incorporate the most up-to-date guidance and information.

Qualifications

Required Skills/Qualifications

  • Bachelor’s degree in Business Administration, Human Resources, Management, Organizational Development, Public Administration, Public Policy, or a related field
  • At least 10 years of experience in human resources administration and management
  • At least 3 years of specialized experience with alternative personnel systems (e.g., the Defense Civilian Intelligence Personnel System or the Science and Technology Reinvention Laboratory Personnel Demonstration Project)
  • Expert knowledge of Federal Government human resources policies and procedures
  • Advanced proficiency with Microsoft Office software package, including Word, Excel, PowerPoint, and SharePoint

Desired Skills/Qualifications

  • Experience supporting Federal Government customers (previous DOD experience preferred)
