Job Description

The Department of Veterans Affairs (VA) is committed to providing our Nation’s veterans with timely, accessible, and high-quality care. The Office of Community Care (OCC) administers health benefits programs for veterans and their family members. In June 2018, Congress passed the VA Maintaining Systems and Strengthening Integrated Outside Networks Act of 2018 (MISSION Act). This legislation consolidates VA’s community care programs into a new Veterans Community Care Program that will help to ensure veterans choose VA by getting them the right care at the right time from the right provider.

Red Gate provides executive support services to ensure OCC is positioned to address the ever-changing healthcare landscape and the ongoing improvements of the new Veterans Community Care Program. The Senior Program Analyst assists VA Contracting Officers and other VA contracting personnel with overseeing and administering OCC contracts and programs. The primary tasks of the Senior Program Analyst include leading the contract modification process and providing cost/pricing support.

Responsibilities

  • Provides expert analysis of contract oversight and administration activities;
  • Performs tasks requiring program planning, audits, and evaluations related to large-scale programs (including program analysis, strategic planning, integrated master scheduling, event planning, performance metrics, financial management, and risk management);
  • Performs procurement planning, development, design, and overall direction of programmatic efforts (specifically with market research and Independent Government Cost Estimates [IGCEs]);
  • Integrates customer requirements, establishes responsibilities and sets expectations, and serves as the primary point of contact for the customer and other key stakeholders on assigned projects;
  • Develops complete contract requirement packages covering program requirements, options, funding, delivery schedules, lead times, quality assurance, environmental issues, and reporting requirements;
  • Interacts closely with VA program office and VA Strategic Acquisition Center personnel for development and review of Acquisition Plans, Performance Work Statements, Statements of Objectives, product descriptions and relevant characteristics, Statements of Work, Requests for Information, IGCEs, market research memoranda, and other required acquisition documentation;
  • Reviews contract files to ensure compliance with applicable VA and federal guidelines;
  • Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to program planning and contract management to ensure efficient and effective program implementation and contract administration;
  • Reviews and maintains guidebooks, standard operating procedures, and desk references; and
  • Provides analysis, validation, research, planning, and design in support of projects.

Qualifications

Required Skills/Qualifications

  • Bachelor’s degree
  • At least 6 years of experience performing the duties and responsibilities described above in a related field
  • Ability to gather business requirements, model process flows, and design use cases
  • Knowledge of program management concepts, acquisition lifecycle equities, business operations, business processes, and/or technology environments
  • Excellent verbal, written, and interpersonal communication skills
  • Advanced proficiency with Microsoft Office software package

Desired Skills/Qualifications

  • Relevant government acquisition training/certifications (e.g., Defense Acquisition University, Defense Acquisition Workforce Improvement Act certifications, or Federal Acquisition Certification)
  • Familiarity with the Federal Acquisition Regulation, VA Acquisition Regulation, and other agency policies and guidance
  • Experience supporting federal government customers (previous VA experience highly valued)
