Job Description
Red Gate is seeking a Subcontract Administrator to support its Enterprise Program Management Office (EPMO). The Subcontracts Administrator is responsible for activities that span the entire procurement cycle, including but not limited to: negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities.
Specific duties include:
Demonstrated understanding of subcontractor communications and negotiations concepts
Acts as interface between subcontractors and Red Gate
Analyze, prepare, and negotiate contractual agreements such as Subcontract Agreements, Teaming, Non-Disclosure, and other binding agreements as the business opportunity presents
Identifies and resolves moderate issues and problems on assigned subcontracts and makes recommendations to management
Regularly interacts with program management, contracts, project control, finance, business development, and with customers, as required
Responsible for administrative tasks related to awards, from maintaining files to responding in an informed and timely fashion to contractual questions and requests for assistance, including demonstrating an appropriate sense of urgency when responding to internal and external customer requests
Working knowledge of contract types and terms
Maintain monthly and annual reporting as required by government contracts and subcontracts
Monitor and track upcoming contractual actions and deadlines
Responsible for assuring that all information regarding the status of assigned procurement actions is in the databases or current systems as applicable for completing work tasks and as per regulatory requirements policies and procedures
Evaluate contract performance to determine the necessity for amendments, funding modifications, compliance to contractual obligations, extensions of contracts, and the processing of those changes
Performs Subcontract closeout activities
Must have the interpersonal skills to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and work issues to resolution.
Qualifications
Bachelor's degree in contracts or business management field or an equivalent combination of education and experience
3-5 years of direct government subcontract administration experience in the federal contracting field
Basic knowledge of the FAR and DFAR
Proficiency in word processing, electronic spreadsheet, analysis techniques, and workstation tools
Knowledge and experience with subcontractor reporting and the Enterprise Contractor Manpower Reporting Application (ECMRA)
Preferred Qualifications
Working experience with automated purchasing system (preferably DELTEK and Costpoint)
Working experience with SharePoint Costpoint
Working experience with Defense Threat Reduction Agency (DTRA)
Working experience with General Services Administration (GSA)
Working experience with Contractor Performance Assessment Reporting System (CPARS)
Working experience with the System for Awards Management (SAM)
NCMA Member a plus - CPCM or CFCM certification desirable
