Job Description
Red Gate is seeking a Project Controller for its Enterprise Program Management Office (EPMO). The Project Controller must possess expertise in project accounting to analyze financial performance in government contract projects, plan and conduct complex studies to determine the cost of business activities, and recommends budget adjustments and other cost improvement measures.
Specific duties include:
Develops financial reports for forecasting, trending, and results analysis
Performs complex statistical, cost, and financial analysis of data reported in the Enterprise Resource Planning (ERP) systems
Prepares financial data and reports, to include Contract Status and Summary Report (CSSR) or Contract Funds Status Report (CSFR), for submittal to the client every month
Records, classifies, and summarizes financial transactions and events per generally accepted accounting principles
Evaluates financial execution and assures financial compliance with Federal Acquisition Regulation (FAR) and Cost Accounting System (CAS) standards
Interprets financial transactions and events for users who must make economic or business decisions
Applies working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and private agencies
Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate, and format data and reports
Provides general administrative and analytic support to U.S. Federal Government client
Assists as needed for the required accounting reviews (DoD FMR Volume 3, Ch. 8)
Follow-up with the client to ensure invoices are certified and paid in a timely matter
Maintains accurate and complete accounting records for clients administered contracts
Provides support as needed in the analysis of invoices attributable to closed account liabilities
Assists in responsibilities for the Defense Property Accounting System (DPAS) for the client
Provides service and support to document, maintain, and execute an internal process that satisfies the client’s requirements
Assists in the monitoring of funds execution and provide status to client appropriation personnel regarding obligations, disbursements, and excess funds on the contract
Manage invoices and payments to vendors and subcontractor, as needed
Provides knowledge of the formal and informal departmental goals, standards, policies, and procedures, including some familiarity with other departments within the program
Qualifications
Bachelor’s degree in business administration, finance, business, economics, statistics, accounting, or mathematics
Five years progressively responsible related financial experience required
Advanced knowledge in financial software applications, databases, spreadsheets, and word processing required.
Experience in Deltek Costpoint 7.x or higher, IBM Cognos Impromptu
Ability to use Microsoft Project for developing project plans, assigning resources to tasks, tracking progress, managing budgets, and analyzing workloads
CDFM, CMA, CPA certification and/or MBA
Knowledge and experience in developing and maintaining Earned Value Management (EVM) baseline per American National Standards Institute/Electronic Industries Alliance Standard 748 (ANSI/EIA-748).
Two or more years U.S. Government accounting experience Required, (DTRA a plus)
WAWF, STARS, DTS, or other military/government experience
Experience in one or more of the following areas a must: accounting, finance, accounting policy and accounting systems
