Job Description

The SharePoint Knowledge Manager/ Administrator provides administrative and technical support to the DTRA Research and Development (R&D) Directorate’s Program Management Office (PMO). The primary tasks of the SharePoint Administrator will include upgrading and improving the PMO’s existing knowledge repository by designing, building, customizing, and maintaining a SharePoint site collection. The administrator will enhance the functionality, user experience, and graphic appeal in support of knowledge sharing and business process flows within the DTRA environment, including data for program execution, activity and task status, lessons learned, staffing, reports, and other relevant information. 

 

Specific duties include: 

  • Serve as the senior technical expert on SharePoint for the client and the management team 
  • Coordinate with all levels of organization across multiple job sites to research, analyze, and recommend solutions to meet current and future information sharing requirements 
  • Design, build, customize, and troubleshoot SharePoint sites, pages, banners, web parts and workflows in coordination with DTRA information technology staff 
  • Create SharePoint business solutions using custom web parts, SharePoint Designer, Power Apps, workflows, Power BI, etc. 
  • Provide knowledge management support to develop and implement electronic file storage structures, methods, and workflows 
  • Establish best practices and recommendations for use of centralized data repositories across all interfaces. 
  • Implement site, library, and document access control measures as required 
  • Draft and edit documentation and sessions to provide training and desktop references to facilitate DTRA PMO personnel assuming day-to-day oversight of content management 
  • Maintain site functionality and security, identifying and resolving any SharePoint issues (i.e., permissions, groups, web part, site creation, navigation, workflows, etc.) 
  • Maintain and update site content to ensure relevance and accuracy 

Qualifications

  • Masters or Doctorate degree (in business, computer science, engineering, information technology, or related discipline with 5-15 years of experience; Bachelors with 10-15 years of experience; or Associates degree with 15 or more years of experience 5-7 years of experience as a SharePoint Administrator (2010/2013/2016) developing and maintaining SharePoint pages, sites, custom web parts, forms, and workflows 
  • Experience using metadata and content types in SharePoint environment 
  • Prior work experience gathering business requirements, modeling process flows, and designing use cases 
  • 3+ years of experience working as a member of a team responsible for the delivery of contract deliverables and other required contract and project artifacts 
  • Proficiency with Microsoft Office software (Word, Excel, Project, PowerPoint, Power BI) 
  • Demonstrated proficiency developing SharePoint workflows using software such as SharePoint Designer, InfoPath, Nintex, and Flow 
  • Must be able to work collaboratively to assess and improve SharePoint sites, associated graphics, and navigation, as well as maintain and update associated sites, libraries, and lists  
  • Strong communication skills, both verbal and written 
  • Excellent problem solving, critical thinking, and analytical skills 
  • [Ability to obtain DoD IA Baseline Certification]  
  • SharePoint certification 
  • Security professional certification, i.e., CISSP, Security+, or equivalent 
  • 2 years of experience as SharePoint Administrator in the Federal space 
  • Knowledge Management certification is a plus 
  • Experience using graphics editing software, i.e., Adobe InDesign, Photoshop, or Illustrator 
  • Experience developing training materials and sessions for end-users
