Job Description

The Program Manager (Team Lead|SME) provides subject matter expertise and education to DTRA Research and Development (R&D) Directorate with technical program/ project Management support, requiring program management/acquisition analysis knowledge specific to DTRA R&D Directorate mission space. The R&D Directorate mission includes knowledge in the required CBRNE spectrum, technical/operational expertise, system integration, and subject matter expertise in the required CWMD, CIT, or CTN mission space.  

Specific duties include: 

  • Provide management support of defense R&D programs following DoD and DTRA Directives Coordination of A&AS program support  
  • Lead support for strategic planning, program planning, and budget formulation at the executive level  
  • Write executive correspondence and program briefings 
  • Direct the project management, including providing project and program management support for cross-service provider projects 
  • Integrate, manage, and execute multiple, simultaneous projects at varying levels of complexity 
  • Provide customer relationship management and quality assurance/quality control support 
  • Manage task execution, schedule, and costs, ensuring uninterrupted performance 
  • Oversee a multidisciplinary staff of professionals tasked with providing assessments, exercises, and modeling and simulation support at various locations as the mission requires 
  • Manage several subcontractors, ensuring quality performance 
  • Produce and submit timely, accurate deliverables within budget 
  • Assist in recruiting, vetting, training, and retaining highly qualified personnel to support projects worldwide 
  • Ensure compliance with all operational security practices, policies, and procedures 
  • Manage and oversee all logistics requirements, including procuring, tracking, and managing equipment and providing logistics support for all personnel 
  • Assist in the development of task orders in response to requests for quote/proposal, providing comprehensive analysis, solution design, technical writing, and review support 

Qualifications

  • Masters or Doctorate with 5-15 years of experience; Bachelors degree in science, engineering, or a related field with 15 years of experience; or Associates degree with 15 or more years of experience 
  • PMI PMP certified 
  • Experience with acquisition strategy and execution 
  • Experience with DTRA R&D programs  
  • Ability to travel overseas in support of the DTRA mission as required 
  • Detail-oriented, self-starter with excellent time management skills 
  • Excellent communication skills for interface with customers and with team members 
  • Expertise with MS Office, MS Project and SharePoint
