Job Description

  • Acts as a senior acquisition advisor to CIT leadership by providing management assistance on all matters pertaining to rapid CIT initiative acquisition and program management activities
  • Assists in development of detailed project plans, tasks, milestone dates and schedules to ensure proper sequencing of events and budgets throughout the life cycle of the rapid acquisition programs/projects. As a senior acquisition advisor for Program Management, has cradle-to-grave support responsibilities for assigned programs, and oversight support responsibilities for non-assigned programs
  • Responsible for training A&AS staff on basic and intermediate acquisition processes, rapid acquisition processes, and procedures to ensure accountability for sustained project development and to meet federal procurement regulations adequately
  • Supports execution of CIT stakeholder activities to include supporting regular information planning sessions, maintains productive interaction with all CIT stakeholder entities, reports on the status and progress of work accomplished to date, and reviews completed work of others to ensure all deadlines and priorities are met
  • As a Senior Technical Advisor for CIT Program Management, the Program Integrator (PI) provides expertise to support the oversight/coordination activities of assigned programs
  • Assists in the coordination with Service Program Managers for DTRA RD funded programs to facilitate acquisition strategy to include development, evaluation, fielding, employment and ultimate transition to Service Programs of Record (PORs) or other disposition
  • Supports efforts to ensure that solution developments are in alignment with DTRA RD strategic plans, and defines objectives and tasks to support the goals of the DTRA mission. Supports efforts to continually monitors and reviews all assigned initiatives to ensure that resources are consistent with goals and objectives to be accomplished assuring any changes are made in an expeditious manner
  • Provides expertise to assist in the quality control/quality assurance assistance of external contractor performance toward achieving milestones and objectives (deliverables)
  • Supports allocation of project funds through contractual elements consistent with progress, and measures and monitors performance to ensure program execution
  • Supports preparation of formal, joint service requirements documentation and oversight of all actions to address potential Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) impacts, including development of concepts of operation and tactics, techniques and procedures, and preparation and execution of new equipment training
  • Participates in all required RD System Reviews for assigned initiatives
  • Participates in the development and maintenance of the technology roadmap, and analysis and selection of currently available or proposed technologies
  • Serves as the primary interface between funded Service Program Managers and DTRA RD CIT Managers to coordinate technology development, production, evaluation and fielding
  • Supports the supervision of system-of-systems analytics providing input for joint DOTMLPF management. Coordinates selection, execution, and integration of future analyses and simulations. Coordinates for validation, verification and testing (VV&T) of emerging technologies
  • Supports the technical and operational evaluation management process of all technologies to ensure that evaluations give a true representation of system performance in accordance with intended operational environment and concept of operations
  • Assists DTRA RD CIT Managers and external proponent managers / subject matter experts, in formulating policy and decisions concerning matters that impact DTRA RD CIT programs
  • Assists DTRA RD CIT Managers to formulate short and long range budgetary and planning requirements based on current and projected capability development requirements
  • Supports DTRA RD CIT Managers and general officer level briefings and conferences with Service commands and/or private industry as a consultant on CIT matters pertaining to the assigned mission/functions of RD CIT mission
  • Performs other duties as assigned
