Job Description

The Subject Matter Expert shall provide the following services focused on the InTO’s operational initiatives in accordance with the mission objectives and specific requirements:

  • Manage the technical development efforts within the InTO through an industry standard development process, such as the Agile methodology
  • Provide project management support as the Agile Scrum Master to ensure the two (2) development teams supporting InTO development efforts are focused on the appropriate priorities
  • Schedule tasks for development team members in the Jira ticketing application and conduct follow up to ensure that all tasks are on track
  • Brief Government product owners on the status of software development efforts and provide recommendations for build priorities
  • Perform quality control (QC) of processes and products produced
  • Write clear, concise and timely program management and other products deliverables that identify, analyze and collate disparate pieces of information
  • Collect and analyze business and information technology (IT) requirements from customers and development staff
  • Organize, oversee and develop program management oversight processes and methodologies
  • Write, interpret and analyze technical documentation related to IT
  • Prepare, produce, and disseminate both scheduled and unscheduled products, such as: briefings, studies, estimates, and assessments memoranda
  • Perform long - range planning in support of existing and projected organizational mission requirements; and
  • Make assessments as to overall resource capability to answer existing/projected requirements and identify resource shortfall

Qualifications

  • Master’s degree in an IT or business management discipline
  • Certification as a Project Management Professional (PMP)
  • Scrum Master Certification
  • Fifteen (15) or more years of prior experience and knowledge of IT program management and oversight with at least (15) fifteen years prior experience employed with a USIC agency   
  • Extensive knowledge of Government-wide system design, implementation and management policy and procedures
  • Extensive knowledge and experience in the Agile development cycle
