Job Description

Description: Red Gate is seeking a program manager to support the Defense Threat Reduction Agency (DTRA), Research Development (RD) Directorate. The ideal candidate for this position possesses acquisition experience managing large programs for the Defense Threat Reduction Agency (DTRA).

  • Provide a broad range of support services to the DTRA RD in the areas of program management, financial management, policy support, systems analysis, acquisition support, project planning, budget analysis, PPBE, cost analysis, DTRA policies/procedures.
  • Experience as a program manager, deputy program manager leading a PMO for $100m+ programs.
  • Strong understanding of program management and demonstrated experience managing finances, implementation, and growth of international multimillion-dollar technical assistance programs
  • Effectively communicate with senior management of the DTRA program office, and technical directors.
  • Manage cost, schedule, and technical performance to achieve SLAs or performance metrics defined in the contract.
  • Capable of program management with demonstrated experience managing finances (including calculation of Estimate to Complete, Estimate at Complete, projection of negative or positive financial variances).
  • Possess demonstrated knowledge of business metrics, e.g., Revenue, Pass-Through, UNA.
  • Complete and actionable understanding of Contract Data Requirements Lists (CRDLs) as they apply to the Department of Defense (DoD) contracts
  • Understanding of invoicing and accruals as it relates to Cost Plus Fix Fee and Time & Materials type contracts.
  • Experience performing supervisory functions such as time approvals for charging, expense reports, travel plans, employee performance coaching and feedback, salary administration, and staffing functions
  • Experience presenting material to senior government officials and key stakeholders
  • Serves as the technical reviewer for client deliverables
  • Manages and recruits staff; mentors staff in project management skill development, and actively supports the overall professional development of direct reports

Qualifications

REQUIRED

  • Bachelor's Degree Required or Masters and ten (10) years or more experience; or Ph.D. or J.D. with six (6) years or more experience
  • Fifteen years of PM/PMO experience
  • Top Secret security clearance with SCI eligibility 
  • PMP Certification
