Job Description
RESPEC is seeking a highly experienced Business Intelligence Analyst Specialist to support the Texas Health and Human Services Commission (HHSC) on a large-scale enterprise analytics initiative. This role acts as the vital bridge between complex Medicaid program operations and technical data solutions. You will be responsible for ensuring that the Performance Management & Analytics System (PMAS) provides the insights necessary for strategic decision-making while helping the agency navigate the emerging landscape of AI-enabled reporting.
Responsibilities:
In this role, you will lead the lifecycle of reporting and analytics initiatives by serving as the primary liaison between business stakeholders and technical development teams.
- Requirement & Data Analysis: Gather and document functional and technical requirements; translate operational needs into technical specifications and data models.
- Testing & Quality Assurance: Lead testing activities in both Agile and Waterfall environments, including the creation of comprehensive test plans, scenarios, and requirements traceability matrices.
- Data Exploration: Write and validate complex SQL queries to extract, manipulate, and analyze data from multiple enterprise sources.
- BI & Reporting: Design, develop, and validate high-impact reports and dashboards that provide actionable insights to executive leadership.
- AI Enablement: Develop reusable AI prompt libraries, validate AI-generated outputs for accuracy, and support the implementation of responsible AI practices.
- Collaboration: Mentor business users to improve organizational data literacy and present technical findings to non-technical audiences in a clear, engaging manner.
Qualifications
Required Technical Experience
To be considered for this specialist-level role, candidates must demonstrate the following cumulative experience:
10+ Years of Professional Experience in:
- Gathering business requirements and translating complex operational and data requests into technical solution specifications.
- Serving as a Senior Business Analyst, Systems Analyst, or Data Liaison in large-scale enterprise environments.
- Advanced SQL development, including complex data extraction, validation, and manipulation.
- Collaborating directly with business users and developers to create enterprise-level reports, dashboards, and visualizations.
- Utilizing modern BI tools, specifically Power BI and/or Tableau.
- Technical communication, with a proven track record of presenting data findings to executive-level stakeholders.
Preferred Qualifications:
- Industry Expertise: 5+ years in Business Intelligence/Data Warehouse environments within Healthcare, Medicaid, or Health and Human Services.
- Data Governance: Experience implementing data quality standards and governance frameworks.
- Educational Leadership: 2+ years of experience developing and delivering technical training or mentoring staff on data literacy.
- Emerging Tech: Hands-on experience building AI prompt catalogs (using Streamlit/Python) and applying Responsible AI practices in a government or enterprise setting.

- Schedule: Monday through Friday, 8:00 AM – 5:00 PM CT.
- Client Policy: While the agency may occasionally authorize 100% remote work at their sole discretion, candidates must be local to Texas and available to work on-site as required.
