Job Description
RESPEC is seeking an experienced Senior Business Analyst to join our team in support of the Texas Education Agency (TEA). This is an exciting opportunity to contribute to large-scale modernization initiatives that improve educational outcomes for millions of Texas students.
As a Senior Business Analyst, you will serve as the primary liaison between business stakeholders and software development teams throughout the Software Development Life Cycle (SDLC). You'll play a key role in gathering and documenting business requirements, analyzing existing business processes, creating user stories and functional specifications, and ensuring technology solutions align with organizational objectives.
This role supports major application enhancements and modernization initiatives for the Texas Education Agency and requires an experienced professional who can communicate effectively with both technical and non-technical stakeholders while driving successful project outcomes.
Responsibilities:
Lead business analysis efforts across multiple software development initiatives by partnering with business users, project teams, and technical staff to identify business needs and translate them into clear, actionable requirements. Conduct stakeholder interviews, Joint Application Development (JAD) sessions, workflow analysis, document reviews, and other discovery activities to define business and functional requirements.
Develop comprehensive requirements documentation including business requirements, functional specifications, user stories, use cases, wireframes, mockups, and process flows using industry best practices. Participate throughout the SDLC by supporting requirements management, change control, testing, implementation, and post-deployment validation to ensure delivered solutions meet business objectives.
Utilize tools such as Atlassian Jira and Modern Requirements to manage requirements, track project progress, and facilitate collaboration across project teams. Mentor junior business analysts by promoting business analysis best practices and contributing to continuous process improvement initiatives.
Qualifications
Required Technical Experience
Candidates must demonstrate the following minimum experience:
8+ years of experience:
- Eliciting business and system requirements through stakeholder interviews and translating them into clear, well-written requirements documentation.
- Working throughout the Software Development Life Cycle (SDLC).
- Business process analysis, business process re-engineering, and workflow/process improvement.
- Developing user stories and use cases aligned with business analysis best practices.
- Creating wireframes and/or mockups that follow user experience (UX) best practices.
5+ years of experience:
- Strong communication, facilitation, and stakeholder engagement skills.
- Excellent technical writing, documentation, and organizational skills.
1+ year of experience:
- Atlassian Jira.
- Requirements management tools such as Modern Requirements.
- Supporting the Texas Education Agency, another federal, state, or local education agency, or an education technology vendor.
Preferred Qualifications:
Experience supporting large government technology modernization initiatives is highly desirable. Candidates with a proven ability to work across multiple projects simultaneously, facilitate complex stakeholder discussions, and mentor other business analysts will be especially successful in this role.

The client offers a flexible hybrid work model. Candidates should be prepared to report on-site in Austin whenever requested.
Standard business hours are Monday through Friday, 8:00 AM to 5:00 PM Central Time. Daily schedules must include availability between 9:00 AM and 3:30 PM Central Time. Occasional evening, weekend, or holiday work may be required with prior client approval.
