Job Description

Position Overview

This position will support REBA’s work to advance key clean energy policy priorities at the federal level across Congress and Executive Branch agencies. REBA’s policy work aims to:

  • Accelerate cross-cutting policies and programs that decarbonize the power sector for all customers on or before 2040;
  • Expand organized wholesale markets into every region of the country; and
  • Mobilize the business voice as one of the most powerful influencers of clean energy policy.

This role will be working directly with the policy innovation program’s deputy director and director on federal policy priorities, in collaboration with the rest of the Innovation team.  This role requires federal policy experience, preferably in energy, strategic thinking, with polished oral and written presentation skills and an ability to thrive under pressure, balancing long and short-term priorities to deliver results. The role also requires being comfortable with the inherent ambiguity, managing multiple workstreams, and shifting priorities of federal policy work. Candidate must be able to maintain a simultaneous focus on implementation tasks and the overall project objectives.

Core Responsibilities:
1.    Track and translate federal policy and regulatory docket developments 

  • Track key policy processes and FERC dockets, including summarizing key details, positions and arguments and external materials, develop internal and external documents for REBA members and stakeholders analyzing key provisions

2.    Develop materials, products and resources that convey REBA’s views and analysis on energy policy issues

  • Draft summaries, talking points, fact sheets, memos, and other supporting documents as needed for policymakers, members and internal team

3.    Drive and communicate strategy 

  • Drive alignment on priority areas and work with communications team to develop communication strategy
  • Facilitate opportunities to develop and propose positions and solutions
  • Help design and execute legislative strategy, to help execute a multi-pronged government affairs strategy to achieve federal policy goals
  • Represent REBA in meetings and briefings with stakeholders, members, Congress and the Administration, providing summaries and analyses of proceedings and alerting directors of timelines and key developments
  • Support related outreach to federal agencies, in collaboration with program directors
  • Collaborate with REBA’s innovation and communications team and members to formulate talking points and incorporate communications strategy into REBA’s advocacy initiatives

4.    Drive member alignment

  • Communicate with REBA members, organize federal working group activities, and respond to member company needs
  • Coordinate and inspire REBA members and partners to advance REBA’s policy objectives
  • Build and maintain relationships with members and coordinates member input with relevant Congressional staff and coalition partners involved in the policymaking process

5.    Support program development 

  • Help evolve and execute team processes, regular internal and external tracking and update documents, and ensure team information and processes are well-organized to support maximum impact.

Qualifications

  • Master’s degree and 7 years’ relevant experience or equivalent life and professional experience
  • Ability to understand and get up-to-speed quickly on complex policy issues and develop insightful analyses using quantitative and qualitative approaches; ideally familiarity and/or experience in federal energy policy, including Congressional, Department of Energy or the Federal Energy Regulatory Commission
  • Strong written communication skills for drafting comments, policy documents and briefings, and summarizing information succinctly for both policymakers and members
  • Lived experience with, or authentic attention to, diverse, inclusive, equitable and justice-based approaches and issues.
  • Ability to work directly with REBA members, with excellent organizational, interpersonal and communication skills
  • The ability to work effectively in a collaborative, fast-paced team environment as well as independently driving the work forward
  • Willingness to support a new organization and demonstrate flexibility to easily adjust priorities when new information is presented
  • Excellent communication skills including the ability to listen actively and effectively and summarize and distill strategically important points clearly and accurately, both verbally and in writing, with a strong attention to detail
  • Strong team player but also ability to work and problem-solve independently, while identifying risks and challenges, and proactively seek support, as needed
  • Ability to track and assimilate policy and docket information accurately and quickly.
  • Familiar with the filing procedures and processes at FERC
  • Ability to develop high quality products, both visually and substantively.

Desired professional attributes:  

  • Industry knowledge of wholesale energy markets, transmission, clean energy standard design and/or other applicable energy policy approaches
  • Direct experience with corporate procurement of renewable energy and/or other carbon-free technologies
  • Direct policymaking and/or advocacy experience
  • Experience in developing educational resources, briefings, policy summaries, or tracking dockets or policy developments at state or federal level

Our Manager salary band ranges from $86,000  to $130,000 with a 10% bonus opportunity. REBA strives for salary equity based on the job, and the candidate’s experience, skills, education, and (once hired) performance at REBA—not based on a candidate’s negotiation skills, gender, race, sexual orientation, or any other non-skills-based attributes.
