Job Description

Position Overview

This position will support REBA’s work to advance well-designed organized wholesale electricity markets in the Western region of the U.S. Broadly, REBA’s policy work aims to:

·        Accelerate cross-cutting policies and programs that decarbonize the power sector for all customers on or before 2040

·        Expand organized wholesale markets into every region of the country

·        Mobilize the business voice as one of the most powerful influencers of clean energy policy

This role will be supporting the senior manager of our organized wholesale markets program in collaboration with the rest of the Policy Innovation team.  This role requires experience with and relationships related to Western wholesale market structures, market options, clean energy policy developments and state and stakeholder views on markets. The role will require strong coordination and written and verbal communication skills along with demonstrated technical and analytical skills, preferably with prior experience working on western energy policy issues.

The role also requires being comfortable with the inherent ambiguity and shifting priorities of policy work. The candidate must be able to maintain a simultaneous focus on implementation tasks and the overall project objectives.

Core Responsibilities:

·       Support development of high-level thought leadership on organized wholesale market design, structure, and related issues to execute a multi-year wholesale market expansion strategy in the Western United States Knowledge of wholesale markets, Western energy policy, and/or market design highly desired.

·       Cultivate, empower and align REBA members around engagements that support market expansion, consideration of market design options, and related policy priorities.

·       Build political momentum for wholesale market expansion with state policymakers through speaking events and engagement in relevant policy forums.

·       Support efforts to build and maintain relationships with customer advocacy organizations to gain insights, share information, and coordinate advocacy efforts.

·       Create position papers, presentations, and other external-facing communications materials to support market expansion and elevate the voice of large energy buyers.

·       Develop internal educational materials for REBA members (e.g., webinars, case studies, primers).

·       Support, plan and facilitate member engagement, workshops and meetings.

·       Other duties as assigned.

Qualifications

·       Master’s degree and 2 + years’ relevant experience or undergraduate degree and 5+ years’ relevant experience or equivalent professional experience.  

·       Ability to understand and get up-to-speed quickly on complex policy issues and develop insightful analyses using quantitative and qualitative approaches; ideally very familiar with Western wholesale market design issues and considerations.

·       Ability to research and track policy and docket information accurately and quickly.

·       Strong written communication skills for drafting thought leadership pieces, briefings, and policy documents which summarize information succinctly for policymakers, stakeholders and members.

·       Strong oral communication skills for presenting, organizing members and building stakeholder relationships.

·       Excellent interpersonal communication skills including the ability to listen actively and effectively.

·       Ability to summarize and distill strategically important points clearly and accurately, both verbally and in writing, with a strong attention to detail.

·       Ability to develop high quality products, both visually and substantively. Willingness to support a new initiative and flexibly adjust priorities when new information is presented.  

·       Strong team player with the ability to work and problem-solve independently, while identifying risks and challenges, and proactively seek support, as needed.

Desired Professional Attributes:  

·        Industry knowledge of wholesale energy markets, transmission, state clean energy standard design and/or other applicable energy policy approaches.

·        Direct experience with corporate procurement of renewable energy and/or other carbon-free technologies.

·        Direct policymaking and/or advocacy experience.  

·        Experience in developing educational resources, briefings, policy summaries, or tracking dockets or policy developments at state or federal level.

Our associate salary band ranges from $68,000 - $103,500, with a 5% bonus opportunity. REBA strives for salary equity based on the job, and the candidate’s experience, skills, education, and (once hired) performance at REBA—not based on a candidate’s negotiation skills, gender, race, sexual orientation, or any other non-skills-based attributes.
