Job Description

ProVets Consulting Group, LLC is in search of a Senior Contract Specialist with high level of professionalism, initiative, and diplomacy in working closely with Contracting Officers, Military Personnel, Government Managers and Stakeholders. This position is located in the Washington D.C. area. 100% remote work (outside of the D.C. Area) may be authorized on a case-by-case basis dependent upon the candidate experience and qualifications.

Qualifications

Required Skills and Experience

  • Minimum of bachelor’s degree in Business or related field of study with at least six years of experience supporting DoD
  • Demonstrated experience successfully executing “base-level”/ “operational” contract requirements using FAR Parts 12 and 13
  • Demonstrated experience in advising federal government program owners on all aspects of the acquisition lifecycle and implement innovative acquisition solutions
  • Experience in acquiring managed services to achieve business process outcomes
  • Experience in providing acquisition support, market and cost analysis, performance requirements and rough order of magnitude
  • Significant experience in developing acquisition documents such as market research report, IGCE, statements of work, source selection plans, evaluation factors, and other documents, as necessary
  • Ability to translate mission requirements into acquisition, technical, and programmatic requirements
  • Excellent written and verbal communication skills
  • Exceptional Microsoft Office Suite skills
  • Knowledge of federal acquisition regulations, laws, and policies

Job Responsibilities

  • Perform all pre-award and post-award functions with direction from the Contracting Officer for cradle-to-grave contracting support and advise the Contracting Officers and/or Mission Partners
  • Pre-award functions include, but are not limited to
    • Market Research
    • Coordinating with Mission Partners & Small Business Government Representatives
    • Publicizing contract actions, soliciting requirements, and drafting evaluation of offeror’s proposal(s), and drafting awards
  • Post-award functions include, but are not limited to:
    • Contract administration, contract actions and contract closeout. Contract actions include, but are not limited to, contract award and contract modification (e.g. exercise of options)
  • Acquisition Liaison Functions. Contractor Staff may be required to perform the duties in line with an Acquisition Liaison and shall train program officials (Mission Partners/Customers) on various pre- solicitation acquisition package development needs, in collaboration with both the program office and contracting office
  • May assist or lead acquisition efforts throughout its lifecycle, including requirements definition, source selection, and post award contract activities to ensure the expected outcome of each contract action is realized
  • Present solutions in an intuitive, and actionable manner that could communicate to all levels of expertise
  • May be responsible to solve complex problems regarding current requirements and provide a solid solution while balancing mission requirements and available funds
  • Use critical thinking to constantly find ways to improve acquisition packages and to be more efficient
