Job Description

ProVets Consulting Group, LLC is in search of a Project Analyst / Team Lead with effective communication skills and organizational skills to support potential and current government clients. Duties involve a wide range of pre-award procurement support assembling Congressionally Directed Project (CDP) award packages for federal agencies. This position will provide additional support with a focus on the evaluation of Statement of Project Objectives (SOPO) and associated budgets relative to Renewable Energy projects. **This is a remote work position. 

Job Responsibilities

  • The Project Analyst / Team Lead will oversee other ProVets team members through pre-award functions with direction from the Contracting Officer for financial assistance and advise the Contracting Officers and / or Program Owners if required. Pre-award functions include, but are not limited to:
    • Ensuring technical acumen relative to energy efficiency and renewable energy projects is applied to developing the SOPO, budget and reporting requirements to represent the intent of the CDP leading to a successful and timely completion
    • Developing and conducting a technical merit review process if required
    • Balancing the workload within the ProVets team to ensure an even and efficient distribution leading to a timely preparation of award packages
    • Generating a positive and professional work environment where all ProVets team members feel appreciated and motivated in order to efficiently carry out the scope of the effort
    • Tracking CDP award process milestones to ensure timely submittal of Financial Assistance CDP award packages to the contracting office to ensure timely award
    • Engaging regularly with the client to share status updates and or issues relative to the completion of the project
    • Coordinating with Program Owners to review the budget (this evaluation should provide a comparison between the budget and the project narrative)
    • Conducting a Financial Management Assessment
    • Preparing the Determination of Responsibility (the responsibility determination considers if the contractor has the administrative and programmatic capabilities to perform)
    • Determination of High Risk for the recipient (recipient may exhibit factors that indicate a high degree of risk in the successful completion of the award)
    • Determination of Payment Methods (The determination of the payment method is dependent upon the results of the financial management assessment)
    • Evaluating potential cost sharing
    • Evaluating NEPA determination
    • Creating the SOPO and associated Reporting Requirements
  • Participate in and oversee Multi-Functional Teams, hold / conduct meetings and liaise with Program Owners and Contracting Officers as well as ProVets team members.
  • Interact with CDP recipients and provide guidance / instruction on award document preparation.
  • Document and inform Contracting Officer of exhaustive communication attempts leading up to government delay, especially for requirement package receipt.

Qualifications

Education and Minimum Qualifications

  • A Bachelor's Degree in business, science or technology
  • A minimum of five years of federal grant awards preparation or similar type work consisting of the utilization of attention to detail data processing and or data package preparation such as mortgage preparation, loans / banking activities, accounting, construction management, project management or similar regulatory processing of data with personal interaction.
  • Experience leading a team through the CDP award package process

Required Skills and Experience

  • General technical acumen related to renewable energy or similar technical projects to evaluate SOPOs and correlative budgets.
  • Professional personal computer skills, to include but not limited to, skills in operating Microsoft Office software, with emphasis on Word, Excel, Power Point, and Outlook as well as SharePoint. 
  • Skills in managing and prioritizing multiple assignments with strict deadlines and ability to coordinate efforts among many offices if necessary. 
  • Excellent interpersonal and communication skills (both oral and written) with an emphasis on the ability to transfer knowledge of the award process to the CDP recipient to support an efficient and timely award package completion.
  • Able to work in a collaborative manner with the ProVets Team members to support a consistent transfer of information to all CDP recipients.
  • Mentor team members to facilitate a consistent transfer of information amongst ProVets Team members.

Work Hours and Expectations

  • Consistent, full-time work expected throughout an eight-hour day in a focused and fast-paced environment
  • Client contacts in various US time zones may require flexible work hours during the day to meet needs and complete assignments
