Job Description

ProSource360 is seeking an experienced Program Manager with government agency support experience. The Assistant Program Manager will manage and oversee a team of administrative support professionals at National Science Foundation. They will work within the Industrial Innovation and Partnerships Division (IIP) in the Directorate for Engineering (ENG) which supports the NSF's mission by fostering partnerships to advance technological innovation and plays an important role in the public-private innovation partnership enterprise. The focus of IIP is to successfully invest in engineering research and innovation by leveraging federal, small business, industrial, university, state and community colleges resources through the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs and the NSF Partnership Programs.

Responsibilities (include but are not limited to):

Proposal Processing Support

  • Provide support for the receipt, review and recommendation processing of all proposals submitted through NSF's Salesforce, FastLane application, Research.gov and Grants.gov.

General Administrative Support

  • Provide general end to end administrative support.
  • Scheduling meetings, maintaining project files, planning travel, using existing NSF resources, for IIP staff, panelists, invitational travelers, special visa holders, foreign travelers, and Federal employees from other agencies, including air/hotel searches, reservations, receipt collection, and preparing travel expense vouchers and NSF electronic funds transfer payment forms as appropriate.

Information Technology (IT) and E-Business Support

  • Perform routine installation, maintenance and troubleshooting of IT hardware and software and when needed, coordinate complex support needs through NSF's IT Help Desk.
  • Assist IIP staff in identifying new hardware and software technologies to enhance IIP office operations.
  • Implement and maintain a SharePoint site for the Division's documents, calendars, policies, and procedures.
  • Adopt and deploy NSF and vendor automation tools that automate and streamline proposal processing and administrative tasks.

Data Analysis and Reporting

  • Track proposal and award recommendations, outreach activities, travel expenses, etc.
  • Generate statistical documents as required by various constituencies.
  • Write macros and database queries and train staff on how to write them to increase productivity.
  • Retrieve and analyze data from central and local databases on an ad hoc basis.
  • Prepare routine computer-generated reports, analyses, and graphs for presentations.
  • Gather, format, and consolidate data from multiple sources for program analysis and information sharing.
  • Conduct moderate to very complex quantitative analyses of data from program analysis and business process improvement and graphically represent data and results of analyses.
  • Identify, draft, and edit program highlights.

Meeting Planning Support for Outreach Activities, Special Events, and Panel Reviews

  • The SBIP/PP program places special emphasis on proactive outreach to the small business community and related organizations. Each year, the NSF Small Business Innovation Program and the Partnership Programs (SBIP/PP) conducts a number of specific outreach and special meetings, throughout the country.

Assitant Program Manager will provide support for outreach activities, special events, and panel review meetings as requested. These tasks shall include, but are not limited to:

  • Ensuring attendance, participation, and representation by NSF SBIP/PP in national, state, and regional conferences throughout the year.
  • Coordinating with the NSF Contracting Officer's Representative (COR) and IIP staff to plan, support and execute NSF SBIP/PP meetings, events and outreach activities end to end.
  • To include assuming the hotel subcontract and conference support requirements for scheduled events.
  • Develop and integrate the schedule, content, audio/visual, food/beverage and facility requirements, developing and maintaining a database to track invitees and acceptances and to generate participant lists with name, institution, organization, country of origin, address, e-mail address, and phone number; and provide all on-site logistics for conducting the conference.
  • Creating and maintaining conference website content. The conference website shall:
  • Post conference information such as agenda, presentation materials, travel, lodging and logistics information, on-line meeting registration information, links to the meeting facility's website to make hotel reservations, links to project and other relevant websites.
  • Provide an on-line registration system that includes the capability to specify special accommodation needs and for submission of presentation files, if required.
  • Enable attendee feedback through conference evaluation forms that can be accessed and submitted electronically.

Qualifications

Required

  • A Master’s degree and fifteen (15) years of experience managing, directing, and implementing large-scale consulting and management projects. Prefer two to four years of federal grant management experience and knowledge. Those without a Master’s degree can substitute experience instead (minimum 8 years of experience).
  • Strong organizational/multi-tasking skills, sound judgment, and flexibility.
  • Superior oral and written communication skills and the ability to network and communicate across different organizations.
  • Superior ability to work effectively with teams, build and sustain professional relationships, and exert influence effectively at all levels of an organization.
  • Ability to meet changing requirements and work under tight deadlines when mission requires.
  • Demonstrated ability to evaluate processes, propose innovative solutions, and implement change with resourcefulness and creativity.
  • Experience with resource planning, budget tracking and execution, and the federal contracting process.
  • Knowledge of the federal budgetary process, personnel regulations, contract regulations, and resource allocation policies and procedures.
  • Demonstrated management and leadership experience managing a highly skilled team of administrative professionals.
  • Proficiency in the use of Microsoft Office software and presentation software
  • Strong analytical skills and the ability to work independently.
