Job Description

ProSource360 Consulting Services, Inc. is seeking a Senior Program Specialist for our client to provide financial, programmatic, technical, and research support for basic and applied laboratory research program and Science, Technology, Engineering, and Mathematics (STEM) outreach at the Office of Naval Research (ONR) in Arlington, VA.

The Senior Program Specialist position supports the Science and Engineering Apprentice Program (SEAP), the Naval Research Enterprise Internship Program (NREIP), and the In-house Laboratory Independent Research (ILIR) Program that provide opportunities for research at Department of Navy (DoN) laboratory facilities

Qualifications

Responsibilities:

·  Assist in the overall management of programs. Includes assisting in developing program plans, strategies, metrics to identify improvements, and budgets.

·  Coordinate program efforts among Government Program Managers; organize information associated with product development and transition of research to prototyping, field-testing, and acquisition.

·  Prepare and draft analyses, presentations, speeches, and reports relative to project and program management goals, objectives and results.

·  Assist in reviewing program status reports and assess progress.

·   Develop documentation necessary to support the acquisition, funding, monitoring and close-out of contracts and grants.

·   Schedule and attend program preliminary and critical design reviews, program technical and financial reviews, and key demonstrations or tests.

·  Develop capability and technology road maps.

·  Draft responses to internal and external communications on programmatic and financial matters.

·  Assist in the development of marketing materials such as posters, briefings, webpage content, to include graphics support and production of materials.

·  Identify and review emerging requirements and opportunities for transition in areas related to Code

34’s objectives for selected technology programs.

·  Assist and support Code 34 in program and financial reviews, Governmental and Industry events, and sponsored or non-sponsored key demonstrations or tests.

·  Facilitate dialogue and interface with key decision makers and their staffs (e.g., Office of the Chief of Naval Operations (OPNAV), and Joint Staffs, Warfare Centers, System Commands, Program Executive Offices), Navy, Marine Corps and Joint technology needs, development, and acquisition working groups, and among various technical subject matter experts.

·  Collect, report, and archive regulations, policy, guidance, legislations, laws, and Congressional language related to supported programs and systems.

·  Generate web page content in support of Code 34 programs and technical meetings.

·  Identify and utilize latest information technology resources and capabilities to facilitate information retrieval and dissemination.

·  Participate and present at high school/university outreach programs, which may include career fairs, science fairs, and symposiums.

 

Requirements

·  Master's degree in a science or engineering field from an accredited college or university and at least five (5) years of experience in a related Science and Technology (S&T) discipline.

·  Demonstrated experience accomplishing complex analyses, providing professional findings of technical analysis in the form of reports and presentations, and executing complex program management tasks.

·  Experience organizing and hosting technical workshops, to include planning, scheduling, and the staging of annual reviews and briefs.

·  Experience reviewing and editing technical reports, summaries, and presentations.

·  Experience in program analysis and financial planning; budget formulation and program execution; and portfolio development and analysis.

·  DoD Secret Clearance
