ProSource360 Consulting Services, Inc. is seeking a part-time Senior Acquisition Subject Matter Expert (SME) to support the National Institute of Health (NIH). NIH’s mission is to seek fundamental knowledge about the nature and behavior of living systems and apply that knowledge to enhance health, lengthen life, and reduce illness and disability. Within the NIH, the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK); NIDDK conducts and supports basic and clinical biomedical research and research training. This position will support: the Commercial Management Office; a landscape analysis of contracting and purchasing activities; acquisition planning & contract management support of NIDDK CORs; identification of strategic sourcing opportunities; and project management activities.

·         Assist NIDDK Contracting Officer Representatives draft acquisition-and contract

management-related documents and documentation

·         Establish a Commercial Management Office to provide reporting, tracking, and other support services for NIDDK's portfolio of purchases, acquisitions, as well as consultative advice to NIDDK leadership

·         Conduct a landscape analysis of best and novel acquisition models in support of research & development and administrative activities so that NIDDK can be at the forefront of utilizing acquisitions to achieve its mission and goals

Required Skills

·         J.D. degree with 9 plus years of relevant, progressively senior experience or a Master’s and 15 plus years of relevant, progressively senior experience in Government contracting and acquisitions

·         In-depth experience and expert knowledge of federal acquisitions including: experience and knowledge in Federal purchasing and contracting practices within large, biomedical research organizations, IT, and other professional services, both negotiated contracting and simplified acquisitions

·         Experience and knowledge of the federal contracting organizations, especially using R&D contracts and policies within the biomedical research arena

·         Experience and knowledge in program and organizational analysis from a senior management perspective

·         Experience and knowledge in developing continuity of operations (COOP) plans for diverse and large biomedical research areas; experience and knowledge of logistics and property; and experience and knowledge of federal financial management and auditing practices
