Job Description

ProSource360 Consulting Services, Inc. is seeking a Program Manager to provide cost estimation and analysis support to DIA's CIO organization. The Program Manager will be responsible for providing cost estimation and analysis to the Defense Intelligence Agency (DIA) and Intelligence Community Information Technology Environment (IC ITE) entities.

Qualifications

·         Execute data collection analysis of user requirements, as well as technical requirements, to provide cost estimates for DIA/CIO.

·         Develop extensible cost model framework to capture IT assets (hardware/software) and cost excursions.

·         Create work breakdown structures (WBS) to outline products, data, and services to comprehensive and specific activities and develop the framework for detail cost estimation and control; correlate activities/tasks with engineering teams.

·         Select and incorporate the appropriate cost methodology (parametric, analogy, engineering build-up) for each cost elements in the WBS.

·         Develop cost-estimating relationships (CERs) to analysis historical data and baseline costs to predict future desktop environment cost.

·         Develop service-based cost views, including annual pricing supplement, to facilitate cost­recovery actions.

·         Perform sensitivity analysis to ascertain cost impacts of changing requirements and/or program architectures, such as multiple use count, different software acquisition assumptions, and varying engineering support levels.

·         Develop cost estimate documentation; brief findings and development to DIA stakeholders and review boards; and collaborate with other IC ITE cost teams.

·         Develop detailed multiyear project estimates, using sound cost estimating techniques, for designated GDIP and MIP IT projects/programs under various funding scenarios in accordance with the Department of Defense (DoD) Intelligence Planning, Programming and Budgeting System (IPPBS) and other applicable DoD financial acquisition directives. Cost data must be detailed enough to support acquisition, procurement, and operational decisions; develop automated costing system for modeling scenarios, cost analyses, and monitoring/tracking of actual versus planned project/program costs.

·         Cost estimates developed for each project effort must also be sufficient to support Life Cycle Cost Estimate (LCCE) data requirements found in DoD Directive 5000.4M and DoD Instruction 7041.3. LCCE data must account for technical and schedule risks associated with each DoDIIS/ IC ITE project/ program.

·         Perform critical reviews of existing Cost Analysis Requirements Descriptions (CARDs) and LCCEs to determine their adequacy and whether or not they can be used to support modernization efforts, or planning, programming, budgeting and execution, and accounting activities.

·         Review program build guidance, Congressional Marks, DDDs/RMDs Pass backs draft and final for affects to CIO.

·         Assist in restructuring of CIO budget to directly translate to the year of execution spend plan.

Required Skills

·         Bachelor(s) degree from an accredited college and/or University. Degree concentration in Business Administration, Business Management, Computer or Information Science preferred, but not required

·         Minimum current three (3) years' experience working as Cost Analyst developing budget, finances or cost analysis

·         Minimum current three (3) years' cost estimation experience for GDIP and MIP IT projects/programs in accordance with the Department of Defense (DoD) Intelligence Planning, Programming and Budgeting System (IPPBS) and other applicable DoD financial acquisition directives

·         Requires a current TS or TS/SCI clearance
