Job Description

ProSource360 is seeking several Biomedical Equipment Repair Technicians at the Brooke Army Medical Center. The successful candidate will independently be able to:

  • Conduct repairs, calibrations, and sustainment services of medical devices, instrumentation and support systems used in healthcare delivery. Execute professional-level inventory assessment/audits and preventive maintenance of medical devices/systems.
  • Provide remedial corrective maintenance and maintain documentation of all service events, tests, and maintenance performed on medical devices in a clinical setting.
  • Performs DoD cybersecurity. This position requires a skillset of an entry-level system administrator.

The candidate must have:

  • Entry-level experience in configuring, monitoring, upgrading and maintaining information systems hardware, software and related infrastructure. Able to develop and maintain less complex systems, applications, security, and network configurations.
  • Ability to troubleshoot basic network performance and creates and maintains a disaster recovery plan.
  • Ability to recommend software and hardware upgrades, patches, and new applications on medical devices and related information systems.
  • Ability to provide medical device and information technology technical support and guidance to users. Builds and manages system development lifecycle (i.e. Certificate of Networthiness, Risk Management Framework) for medical devices/systems that require network certification and/or accreditation.
  • Knowledge of commonly used medical device and information technology concepts, practices, and procedures within the medical field.

Job Responsibilities and/or Success Factors:

  • Possesses and applies basic and advanced knowledge for medical devices/systems in one or more of the following modalities: Healthcare Imaging, Laboratory, Patient Monitoring, Pulmonary, Anesthesia, Operative Services, Obstetrics, Gynecology, Orthopedic, Pharmacy, Sterilization, Dental, Veterinary and High-End Electronics.
  • Evaluate, install, maintain, diagnose, repair, calibrate, and test medical devices/systems. This shall include complex Food and Drug Administration (FDA) approved medical devices and/or systems to include but not limited to:
    • Standalone equipment and/or components that contain integrated circuitry (designed along an event and where the patient becomes part of the circuit) and/or microprocessors such as dental equipment, sterilizers, low capacity radiographic (x-ray) equipment, electrical beds, basic laboratory equipment, defibrillators, ventilators, and infusion pumps.
    • Integrated/networked systems and related electronics and automation/networking required integrating this equipment; examples include magnetic resonance imaging (MRI), computed tomography scanners, radiographicfluoroscopic x-ray systems, ultrasound scanners, surgical and dermatological lasers, physiological monitoring systems, proprietary local area networks, input and output computers, computed radiography (digital imagery), telemaintenance, teleradiography, and telemedicine. Ensure adequacy of all equipment networking and/or LAN integration for assigned the functional area to include compatibility with existing utilities and existing equipment/components, determining what modifications to utilities are necessary to ensure the equipment operates as the user intends, and overseeing the selection of network hardware. Ensure that cabling such as fibre optics, cat 5, Ethernets, etc., and hardware such as switches, hubs and converters are in place and are functioning and capable of interfacing with said hardware (modalities).
  • Repairs electronic, pneumatic, electro-mechanical and mechanical equipment to include troubleshooting, identifying the source of the problem(s) and replacement of defective printed circuit board(s), discrete-component(s) or other parts as appropriate. Contractor shall assist the government in determining parts and accessories necessary to perform repair functions. Documents the extent and cost of repairs to assist the government in maintaining maintenance logs. Contractor shall maintain detailed documentation of equipment repairs and failures.
  • Conducts preventive maintenance and scheduled services of medical devices/systems which include visual inspections, electrical safety inspections, calibration, and performance verification. Scheduled Services are performed using written test procedures. Interpretation of Scheduled Services results to determine whether equipment is safe and operating within manufacturer’s specifications. Contractor shall annotate and maintain detailed documentation of inspections, preventative maintenance, and calibrations.
  • Computes power and space requirements for installation of medical equipment and installs units to manufacturer’s specifications. Recommends preventive maintenance intervals and procedures based on manufacturer’s guidance, command policies, industry standards and operational needs.
  • Conducts incoming inspections of new equipment to include receipt, inventory of parts, and accessories, assembly, inspection, calibration, and performance verification, parts replacement, and documents the results of incoming inspections using government provided forms. Sets up and installs new medical equipment systems.
  • Provides guidance to other contractor technicians from same contract when required such as safe use, application, testing, and preventive maintenance and repair of all types of clinical equipment technologies and systems.
  • Assists in ensuring IA compliance for all Logistics systems. Serves as assistant SA for other IM/IT systems for agreements between sections within Logistics.
  • Conducts cybersecurity analysis to address and make recommendations of network vulnerabilities, inspections and testing.
  • The Contractor shall ensure technicians meet the minimum annual training requirements necessary to meet Joint Commission (JC) refresher, sustainment and continuous education and training requirements.
  • Collaborate with Information Management Division to ensure Health Insurance Portability and Accountability Act (HIPAA) compliance and connectivity of biomedical devices

Qualifications

Required Skills, Certification(s), Education:

  • Graduate of a military Biomedical Equipment Specialist/Technician Course or an Associate's or Bachelor’s Degree from an accredited college in Biomedical Equipment Technology or Engineering.
  • 5 year experience repairing and maintenance of medical devices/systems.
  • Considerable knowledge and ability to apply electronic circuitry and technical aspects of the operation, repair and maintenance of electronic equipment.
  • Repair electronic, pneumatic, electro-mechanical and mechanical medical to include troubleshooting, identifying source of problem(s), replacement of defective printed circuit board(s), discrete component(s), or other parts as appropriate.
  • Knowledge of solid state, digital and integrated circuits (microprocessors) to isolate and resolve the complex relationship between electrical, electronic, computer operating systems, mechanical, physical and chemical components of the equipment and system and changes in circuitry when the patient and respective Environment of Care (EOC) become part of the system is required.
  • Develop knowledge and gain experience related to each EOC concerning how external forces (e.g., other devices with which it may be interconnected, geographical and climatic conditions, interference from other electronic equipment) may affect the adequate functioning of electronic devices and what methods may have been used successfully in similar circumstances.
  • Understanding and ability to diagnose problems with the quality of images and signals as required by medical professionals based on the equipment, network, and medical procedure being performed.
  • Understands the physiological parameters associated with a patient when diagnosing and troubleshooting medical devices and systems (servers/work stations), and deals effectively with patients.
  • Applies knowledge of information theory, computer science, and systems analysis to integrated operational systems for specific and complex medical device systems; such as the Cardio/Patient Monitoring Systems, Imaging systems and DINPACS.
  • Knowledge of systems interface and local area network issues are significant and not defined/discussed in manufacturer literature.
  • Considerable knowledge of the application and repair of computers and servers and how they interface with medical equipment.
  • Considerable knowledge of established IT systems security techniques and procedures to ensure that requirements related to physical, personnel, emanations, and information security is accomplished.
  • Considerable knowledge of Information Assurance performance management/measurement methods, tools, techniques, system security testing, and evaluation principles in order to participate in IA audits and HIPAA security assessments tools.
  • Considerable knowledge of analysis techniques to be able to devise recovery plans for system failure situations.
  • Considerable knowledge and skill in using standard Microsoft operating systems, Microsoft Office suite of products for Office Automation, and administrative and clinical software products currently in use at BAMC.
  • Considerable knowledge of current regulatory requirements.
  • Substantial knowledge of basic anatomy, physiology, and medical terminology.
  • Knowledge of color code conventions used in component and wiring marking.
  • Ability to analyze, repair, and test electronic and electromechanical equipment.
  • Ability to perform preventive maintenance inspections.
  • Ability to run diagnostic programs.
  • Ability to interpret schematics, wiring diagrams, and illustrated parts drawings of biomedical instrumentation.
  • Understand and comply with Joint Commission and other applicable standards and regulations.
  • Ability to lift up to 50 pounds of equipment; to push/pull equipment carts; and to kneel, stand, bend, and reach during equipment repair.
  • Skill in testing electronic equipment.
  • Skill in manual dexterity, hand-to-eye coordination, and color vision.
  • Skilled in effective communications verbally and in writing, accurately and completely document medical equipment scheduled and unscheduled services: the ability to communicate with clinical staff and provide assistance in-service training and ability to document the investigation of equipment hazard alerts, recalls, updates, and incidents.
