Job Description

We are seeking an enterprising Program Manager to provide technical support to the Naval Sea Systems (NAVSEA) Command Program Executive Office (PEO) for Unmanned and Small Combatants (). This position requires a technical background with experience in Test and Evaluation (T&E), Environmental Assessments, and Integration Support.  Additionally, candidates should have experience with Model-Based Systems Engineering (MBSE) tools and integration of systems and platforms in a complex System of Systems (SOS) environment.  The ideal candidate will be a critical thinker who can extract meaning from complex data relationships, identify trends, opportunities, and solutions related to customer policy and program areas. Applicants must have a passion for their work, be innovative, and possess strong verbal and written communication and analytic skills.

DUTIES AND RESPONSIBILITIES:

  • Test and Evaluation (T&E) – Support, assist, and advise in the planning, scheduling, execution monitoring, and timely reporting of testing. Support and expedite data exchanges and reviews to facilitate timely and effective evaluation of test results so that they may be fed back into the applicable systems engineering processes. Assist PEO in interpreting test results and responding to press inquiries. Support generation, updates, and configuration management of key test and evaluation documents such as Test and Evaluation Master Plans (TEMP), Integrated Master Schedules, test plans, test reports, and test readiness review briefing materials. Review current guidance and directives and apply insights to keep PEO T&E processes and procedures in compliance.
  • Use Model-Based Systems Engineering (MBSE) to developing strategies for system behavioral analysis, requirements verification, and test planning, and interface integration and management for a complex platform. Merge system engineering and modeling and simulation to create test and evaluation strategies that take advantage of emerging digital engineering capabilities.
  • Environmental Assessment – Support reviews and provide analysis of draft environmental assessments in support of contractor, developmental, and operational test events.
  • Integration Support – Provide support for PEO ’s identification and development of technical requirements to integrate aviation systems into Littoral Combat Ships, other platforms, and shore facilities.

Qualifications

REQUIRED SKILLS AND EXPERIENCE:

  • 10+ years of experience with DoD acquisition processes, in DoD/Navy program management, Industry or Government technical management, or Industry or Government business management.
  • 5+ years of supervisory experience.
  • 5+ years of experience supporting the design, development, and review of systems engineering design artifacts, including requirements analysis, interface designs, architecture development, and test plans.
  • Knowledge of DoD standards, handbooks, instructions, and guidelines for systems engineering and test and evaluation.
  • Ability to conduct requirements traceability analyses in support of test and evaluation, planning, modeling and simulation, and verification and validation activities.
  • Experience with using MBSE tools and applications of Systems Modeling Language (SysML), Unified Modeling Language (UML), Unified Profile for DoDAF and MODAF (UPDM), or Unified Architecture (UAF).
  • Bachelor’s degree (BS/BA) in Engineering, Mathematics, Physics, or Software.

DESIRED SKILLS:

  • Experience in or with NAVSEA
  • Experience with supporting systems engineering for the hardware and software integration in a complex System of Systems (SoS) environment
  • Knowledge of Navy platforms, C4I, Sensor, and Electronic Warfare systems
