Job Description

We are seeking a Senior Business & Financial Management (BFM) Analyst to be a Task Lead for personnel delivering professional support services to Naval Sea Systems Command (NAVSEA). This position will lead a team of junior and mid-level Financial Analysts supporting the tracking and execution of all DDG 51 Class lines of accounting.  Knowledge and experience with Navy budget formulation and justification, task planning, requirements allocation, financial execution, account reconciliation, and financial performance assessments are required.

Qualifications

REQUIRED SKILLS AND EXPERIENCE:

  • Must already hold an active SECRET Clearance.
  • 10+ years of experience leading a financial team, including 5 years of Defense/Navy financial management experience.
  • Bachelor's degree in related field is required, Master’s Degree is preferred.
  • 5+ years of experience communicating with Executive and/or Flag level leadership.
  • Broad experience with all types of funds execution.
  • Experience with Navy ERP.
  • Experience with developing financial data analysis to support accurate cost estimates including using parametric tools, trend analysis, bottoms up estimating, and expert opinion analysis.
  • Experience with NAVSEA Form 7300 preparation and analysis and PARM review support.
  • Demonstrated expertise with developing, updating, and maintaining obligation and expenditure phasing plans.
  • Expertise in budget related Information Technology (IT) systems and databases including the Programming and Budgeting Information System (PBIS) Database, PBIS Web, PDOCS, RDOCS, COBRA, and the Budget Planning System (BPS).
  • Expertise with the NAVSEA Enterprise Planning System (NEPS), or other approved task planning system of record and assist technical managers and performing activities with the submission and update of Task Planning Sheets (TPS).
  • Experienced with performing review and reconciliation of Unliquidated Obligations (ULOs), unmatched disbursements, and Negative Unliquidated Obligations (NULOs). Also knowledgeable with reconciling accounting discrepancies across multiple accounting systems, Defense Finance and Accounting Service (DFAS), and Defense Security Cooperation Agency (DSCA) billing offices.
  • Experienced with preparing detailed reports on program planning or status including ship production progress, financial performance or product areas.
  • Proficiency in Navy Enterprise Resource Planning (N-ERP), Business Warehouse (BW), Automated Document (AUTODOC), Enterprise Data Warehouse (EDW), Procurement Integrated Enterprise Environment (PIEE), Procurement Documentation (PDOCS), Research, Development, Test and Evaluation Documentation (RDOCS), Budget Object Classification System (BOCS), Program Budget Information System (PBIS), Computer Optimized Batch Reconciliation Application (COBRA), Congressional Information Management System (CIMS)
