DUTIES AND RESPONSIBILITIES:

• Responsible for development and technical implementation of system requirements in an Agile environment, integration, testing, quality, defect resolution, and debugging.
• Leads application development team.
• Provides systems engineering and administration support to the Agency GMO.
• Provides technical and analytical expertise designing, developing, enhancing, testing, debugging, and implementing GIS software in accordance with software development best practices.
• Researches, tests, builds, and coordinates the conversion and/or integration of new Commercial off-the-shelf (COTS) and Government off-the-shelf (GOTS) products based on government requirements.
• Assures that all work meets functional and quality requirements.
• Works with other members of Program team (i.e. Infrastructure, Security, etc.) to ensure applications meet all Agency IT requirements.
• Serves as technical lead and subject matter expert for GIS and related development.

REQUIRED SKILLS AND EXPERIENCE:

• Bachelor’s Degree
• 6+ years of relevant specialized experience
• 10+ years of experience working with IT GIS projects, preferably in Government environments
• Experience in Python, JavaScript and other modern technologies
• Experience in PostgreSQL
• Experience implementing and testing Section 508 compliance for software

DESIRED SKILLS:

• DHS-specific software development experience within the past two years
