Job Description

The ISR Technical Writer will support the Johns Hopkins University Applied Physics Laboratory (JHU/APL) in the areas of technical capabilities-based requirements, interface specification, documentation, and capture in-support-of software development engineering, rapid prototyping, and formal requirements development processes that address critical military and law enforcement operational shortfalls and challenges.

DUTIES AND RESPONSIBILITIES:

The primary focus of this position is technical writing and documentation development. Documents include written artifacts and requirements for interface specification, documentation, and capture to support software engineering, rapid prototyping, and formal requirements development processes. These requirements will support data and information processing, exploitation, and dissemination throughout intelligence, surveillance and reconnaissance (ISR) operations.

Qualifications

MINIMUM REQUIRED SKILLS AND EXPERIENCE:

  • Experience in writing technical capabilities-based operational requirements documentation to government specifications
  • Relevant experience in software development
  • Self-starter able to work effectively in a demanding, multi-tasking environment
  • Active minimum SECRET level clearance, potentially higher in accordance with task specifications
  • Ability to travel for Temporary Duty (TDY) to various Continental United States (CONUS) locations for up to 25% time

The candidate must have an understanding of the following:

  • Data fusion/correlation
  • C2 systems, particularly ISR sensors
  • Radar-based ISR systems, particularly automatic detection and tracking associated with radar systems
  • Imagery intelligence systems, and with imagery processing technologies, to include those systems used for processing, exploitation, and dissemination (PED)
  • Real-time processing capabilities and limitations
  • Developing and deploying software systems using Docker containers
  • Software performance optimization and effective asynchronous, parallel, and distributed processing approaches
  • Designing, building, and deploying relational and non-relational distributed database systems
  • The range of documents the candidate will prepare include, but are not limited to:
  • Operations and troubleshooting guide tailored to Marine Corps
  • Integrated Broadcast System (IBS) Interface Control Document (ICD) to describe physical and logical interface between project and external Tactical Data Processors (TDP)
  • ICD describing currently implemented interface between project and General Atomics access server/connection oriented transport protocol (COTP) in use by U.S. Air Force ISR
  • ICD addressing project ingest of LynxSAR data into project
  • Description and technical specification of Marine Corps ISR PED sites and project installation including functional, physical, and logical views of hardware, software, data, and networks.

DESIRED SKILLS, QUALIFICATIONS AND EXPERIENCE:

  • Degree(s) in Electrical Engineering, Computer Science, or a related technical field
  • Working knowledge of the Marine Corps ISR Enterprise and its implementation
  • Experience in translating customer needs into articulable requirements documents
  • Experience in the execution of projects and coordinating efforts with Headquarters, Marine Corps; Marine Corps Combat Development Command; and/or Naval Air Systems Command
  • Experience in writing technical interface control documentation
  • Experience in writing documentation to describe software interfaces
  • Experience with developing and deploying software systems in a Docker environment
  • Experience with web development
  • 2+ years of experience with complex software development addressing cutting edge challenges relating to ISR mission processes
  • Experience implementing test processes and laboratory bench tests to validate developed software
  • Experience supporting field installation of prototype capabilities at military and/or law enforcement sites, to include aircraft, surface platforms, and command and control centers, where field efforts include systems data collection and reduction for prototype evaluation, operator training on systems usage and maintenance, and further capability refinement and documentation
  • Experience with ISR sensor data standards, message formats, data links, and system interfaces; particularly the MQ-9 and RQ-21.
  • Strong working knowledge of Red Hat Enterprise Linux 6.0
  • Experience in systems and application programming in C++ and JAVA, and in particular the multi-threading features of these languages
  • Knowledge of C++ or JAVA in a Linux/Unix environment
