Job Description

  • Assist the Capture Manager/Opportunity Leads in managing and directing all proposal efforts and personnel
  • Participate in the development and review of proposal strategies and themes, and manage the development of a Proposal Management Plan
  • Direct the creation and review of a proposal outline that will be used as a key document design and control medium
  • Assist in analyzing the solicitation requirements against the proposal outline to ensure both compliance and responsiveness to the customer’s requirements
  • Build the proposal compliance matrix and track the fulfillment of all requirements
  • Develop, distribute, and review storyboards and proposal sections to ensure requirements are adequately addressed
  • Conduct regular proposal progress status meetings and maintain the proposal schedule
  • Conduct color reviews (Pink, Red, Gold) for evaluation of the technical and management proposal content as well as adherence to major themes and approaches
  • Ensure review comments and edits are incorporated into successive drafts
  • Direct and contribute to writing/editing/rewriting efforts, as needed, to include interviewing subject matter experts for required content development
  • Support proposal Volume Leads to ensure inter-volume compatibility is achieved
  • Oversee all proposal development and production activities
  • Hire and develop direct reports; conduct formal personnel reviews and assist in the development of individual career plans and goals for direct reports
  • Other reasonable and normal duties associated with the Proposal Manager position, as directed by the Business Development Operations Manager/Capture Manager

Qualifications

  • Bachelor’s degree in related field.
  • Strong understanding of the proposal process
  • Extensive experience writing proposals and presentations
  • 5+ years' experience responding to RFIs and RFP/RFQs in the government sector
  • 3+ years’ experience in IT-focused technical writing and editing
  • Excellent writing and communication skills
  • Extensive working knowledge of document production using Microsoft Word and PowerPoint
  • Ability to work under pressure as part of a cohesive team
  • Minimum 3 years of experience working with common Federal procurement communication sites (i.e. FedBizOpps, FPDS, GovWin, GSA Buy, etc.)
  • Certification from industry-recognized professional proposal development organization, such as Shipley or Association of Proposal Management Professionals (APMP) desired
  • Demonstrated understanding of Federal and Defense markets and acquisition process
  • Strong analytical skills with the ability to evaluate data sets to determine trends, establish strategies, and make decisions
  • Outstanding interpersonal and communication skills with the ability to effectively communicate across diverse audiences and influence cross functionality
  • Ability to multi-task as well as be strategic, creative, and innovative in a dynamic, fast paced matrix team environment
  • Self-starter with a positive attitude and the ability to work effectively both independently and as part of a team
