Business Capture Analyst

Job Description

This position primarily supports the greater Business Development/Capture Team in identifying and assessing new business opportunities to pursue for the purpose of attaining new revenue growth. The Capture Analyst supports the Business Development Operations Manager, Capture Managers, and Opportunity Leads by researching and analyzing potential opportunities and performing administrative duties to support the capture process. This research and assistance will allow the team to properly understand, track, and identify competitive federal government opportunities.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: 

  • Performs research and evaluates data included in government procurement sites (FBO, FPDS, eBuy, Seaport-e, GovWin, etc.)
  • Works with Business Development Operations Manager to establish criteria to prioritize new business opportunities
  • Researches government agency budgets and procurement forecast documents
  • Tracks and monitors procurement updates and changes
  • Supports Capture Manager/Opportunity Lead in development of a capture plan, which includes a description and analysis of the opportunity, the customer, the competition, team, pursuit/win strategy, pricing strategy, and capture and proposal resource needs, with an integrated action/contact plan
  • Organizes and facilitates Gate Reviews and Pipeline Reviews
  • Participates in various meetings, conference calls, and other business development sessions as needed to provide updates on pertinent upcoming or in process opportunities
  • Supports Capture Manager/Opportunity Lead to ensure winning technical, management, price, and past performance approaches are developed, and are clearly annotated in the proposal
  • Ensures data is updated and kept current in the SharePoint Business Development tool
  • Maintains reports and other documentation of capture management activities; reports out on efforts to appropriate management and other stakeholders as directed
  • Responsive to internal and external customer needs and follows through on all aspects of opportunity assessments--both written and verbal.
  • Sends follow up summaries and reports to stakeholders as directed
  • Provides backup support on developing responses to solicitations to proposal team as needed
  • Performs other qualified duties as assigned

Qualifications

  • Bachelor’s degree
  • Minimum 1 year of experience working with common Federal procurement communication sites (i.e. FedBizOpps, FPDS, GovWin, GSA eBuy, etc.)
  • Excellent organizational and research skills, and ability to multi-task
  • Excellent writing and communication skills
  • Basic knowledge of, and interest in, both the federal procurement and capture management processes
  • Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively and cross organizationally with government contacts, senior managers, employees, and the general public
  • Advanced computer skills with Microsoft Office Suite Applications such as Excel, Word, SharePoint
  • Data-driven analysis skills and interests in creative problem solving
  • Self-starter with a positive attitude and the ability to work effectively both independently and as part of a team
