Job Description

A Woman Owned Small Business, is seeking a Contracts Administrator / Manager for a full-time employment opportunity in Reston, VA. This position will have cradle to grave responsibility in support of the organization related to all contractual matters, work with the CEO to manage risk and to coordinate responses to contractual requirements, and serve as the point of contact for customers on contractual matters.


DUTIES AND RESPONSIBILITIES:

  • Initiate and maintain contract administration, subcontract administration, and business relationships with internal and external customers and stakeholders.
  • Demonstrates the ability to use working knowledge of the FAR and DFARS to render sound business judgment, interpretations, and contractual advice.
  • Create, negotiate, and modify Non-Disclosure Agreements, Teaming Agreements, subcontract agreements, consultant agreements, and other related documents.
  • Review Requests for Proposals for risk and impactful terms and conditions; contributes to the proposal process to include writing relevant portions of a proposal
  • Monitors performance of contracts and subcontracts for conformance to terms and conditions and ensures compliance with legal requirements, customer specifications, laws, and regulations.
  • Monitors delivery and other key elements of the organization and subcontractor performance.
  • Provides relevant monthly reports on contract performance measurements like revenue and project forecasts.
  • Reviews and approves monthly invoicing from accountants.
  • Maintain accuracy of contract set-up in Unanet timekeeping system, including labor categories, rates, etc. Also serves as quality assurance reviewer of resource assignments in Unanet.
  • Advise management of contractual rights and obligations and provide interpretation of terms and conditions in routine matters.
  • Provides contract guidance and direction to project management and peers using established policies and best practices.
  • Interfaces with internal and external customers by participating in proposal preparation, pricing, contract negotiation, and administration.
  • Develop business proposals to address requirements, assist with developing pricing strategies and mitigating risk consistent with sound business practices, company policies, and government regulations.
  • Exercise independent judgment and discretion in providing innovative solutions to complex contractual, subcontracts, and business issues.
  • Performs special projects at the request of the CEO. Plans, organizes, and implements requested projects; coordinates with necessary staff to verify project timelines and schedules. Independently seeks out relevant information and screen for applicability to assigned project.
  • Performs additional duties as assigned.

Qualifications

  • Bachelor’s degree with an emphasis in Business Administration, Finance, Contracts Management, or a related field
  • 7+ years of progressively responsible work experience administering contracts in the Federal marketplace with small business experience strongly preferred
  • Must have working knowledge of the FAR/DFARS and related federal procurement regulations.
  • Experience managing GSA GWACs and vehicles.
  • Must have familiarity with Firm-Fixed Price, Time and Materials, and Cost-Plus contracts; and the development of pricing structures and approaches to balance price and risk for each.
  • Must possess an advanced level of proficiency with Microsoft Office suite (Word, PowerPoint, Excel, and Outlook)
  • Strong business acumen, with the ability to discuss and debate both sides of an issue concerning contract execution and risk management.
  • Ability to build and maintain professional relationships with peers, vendors, and customers; and contribute to a professional work environment by demonstrating integrity, promoting teamwork, and fostering positive communication.
  • Must have strong time management skills and be able to coordinate and prioritize multiple projects and assignments with limited supervision.
  • Ability to adapt to changing work efforts and manage impact of shifting priorities.
  • Strong analytical skills with the ability to analyze data sets to determine trends, establish strategies, and make decisions
  • Ability to multi-task as well as be strategic, creative and innovative in a dynamic, fast paced matrix team environment

DESIRABLE QUALIFICATIONS:

  • Certified Federal Contracts Manager (CFCM) highly desirable
