Job Description

Our client is seeking an experienced government contract proposal manager to spearhead and oversee the proposal development and submission process.

DUTIES AND RESPONSIBILITIES:

  • Analyzes requirements and makes recommendations for the submission of formal company responses (e.g., proposals and presentations) and correspondence to clients.
  • Oversees the development of and adherence to proposal schedules and compliance with client defined submission requirements.
  • Leads and/or participates in proposal planning and follow up conferences with capture teams and helps develop and apply the win plan, themes, and discriminators in marketing materials.
  • Works with capture manager to make writing assignments and assures that proposal schedule is adhered to.
  • Communicates submission requirements and milestone dates to capture teams, and coordinates with the proposal team members, subcontractors, and other staff to ensure timely progress.
  • Follows up with proposal writing team members (content contributors) to ensure timely receipt of appropriate materials.
  • Manages, directs the writing, compilation, and editing of proposal qualification sections to include cover letters, executive summaries, resumes, past performance narratives, company profiles, and section introductions.
  • Works with desktop publishing staff to define and incorporate graphics and documentation: organization charts, diagrams, tables, photographs, forms, certifications and other documentation.
  • Ensure compliance and completion of all forms, guidelines and any other proposal documentation requests including, but not limited to, Standard Forms, Amendments, Attachments, Tax Affidavits, Representations and Certifications, etc.).
  • Follows a thorough book check process to ensure appropriate Executive Management signatures on all final proposal response documentation.
  • Responsible for overall proposal response document management and maintains all documentation in the internal Proposal Library.
  • Responsible for managing the proposal process utilizing company’s defined internal proposal methodology. (The internal proposal methodology to be provided to Proposal Manager prior to commencing work.)
  • Organizes materials for management review teams. Attends "green team" (Kick-off meeting), "pink team" (Draft review), "red team" (grammar/editing) or other proposal review meetings, articulates rationale, and substantiates compliance of response with client defined requirements during review meetings.
  • Manages the implementation of proposal revisions based on direction from review teams.
  • Coordinates with marketing team to provide company qualification materials to prime consultants when the firm is a subcontractor on a prime team.
  • Ensures proposal delivery to client on time.

Qualifications

DESIRED SKILLS:

  • Trained/Experienced in the Shipley Methodology.
  • Excellent MS Office skills.
