Qualifications
Pramira is seeking a Construction Project Manager to lead Southern California fiber-to-the-home (FTTH) and outside plant (OSP) construction. You will manage assigned projects as the general contractor, directing self-perform crews and subcontractors from construction readiness through final customer acceptance. You will own project cost, schedule, field production, quality, and closeout while coordinating closely with field supervision and safety personnel.
WHAT YOU WILL DO
Turn awarded scopes into executable budgets, purchase and subcontract packages, schedules, and weekly work plans. Confirm permits, access, materials, inspections, and utility coordination before releasing work.
Manage all three placement methods: microtrenching, horizontal directional drilling or boring, and aerial construction. Coordinate handholes, vaults, conduit continuity, cable placement, and transitions between underground and aerial routes.
For microtrenching, verify approved alignment, depth and width, duct installation, backfill, pavement restoration, and inspection records against project requirements.
For directional boring, coordinate utility locates, potholing, bore plans and logs, conduit installation, drilling-fluid controls, and restoration with qualified field personnel.
For aerial work, coordinate pole-owner approvals, make-ready readiness, strand and lashing or approved cable systems, aerial duct where specified, required clearances, and riser transitions.
Coordinate foremen, superintendents, subcontractors, equipment, and material deliveries. Compare installed and accepted quantities with labor hours and planned production; correct delays and cost overruns.
Maintain job-cost forecasts and cost-to-complete estimates. Document scope changes, submit change orders, verify subcontractor quantities and invoices, and prepare accurate customer progress billing.
Coordinate municipal inspectors, engineering teams, utility owners, customers, and affected residents. Resolve access conflicts, permit restrictions, field design questions, and restoration complaints.
Partner with safety personnel and field leaders on utility-damage prevention, traffic control, excavation and aerial hazards, and corrective actions. Stop and escalate unsafe work.
Coordinate fiber pulling or blowing, splicing, testing, punch lists, as-built records, restoration acceptance, and customer turnover. Keep daily records and provide clear weekly status reports.
REQUIRED QUALIFICATIONS
At least 5 years of construction project management experience in fiber, telecommunications, underground utilities, or comparable civil infrastructure, including successful FTTH project delivery.
Demonstrated experience managing microtrenching, directional boring, and aerial OSP construction, with the ability to explain production constraints, safety risks, quality checks, and restoration requirements for each.
Experience working for a general contractor or utility construction contractor, managing self-perform crews and subcontractors, budgets, change orders, and customer billing.
Ability to read construction drawings, permit conditions, unit-price schedules, and contract scopes; strong Excel and scheduling or construction management software skills.
Working knowledge of Southern California right-of-way and encroachment permitting, utility coordination, and applicable Cal/OSHA, pole-owner, and CPUC GO 95 and GO 128 requirements.
Ability to travel regularly to assigned sites and work occasional evenings or weekends when permitted construction windows require it. Valid driver's license for required business driving.
PREFERRED QUALIFICATIONS
Southern California municipal and subcontractor relationships.
OSHA 30 training.
PMP certification.
Experience with Procore, Smartsheet, Microsoft Project, GIS, or similar tools.
A degree in construction management, engineering, or a related field is helpful; equivalent field and project management experience is welcome.
WHAT SUCCESS LOOKS LIKE
Success means safe field execution, reliable weekly production, current cost forecasts, timely change documentation, accepted restoration, and complete turnover packages.
