Band 5: £29,970 - £36,483

We have an exciting opportunity for a dynamic and highly motivated individual to join our team as a Procurement Specialist in our non-Clinical team. Working closely with a range of staff across the organisation and beyond, you will play a significant role in the continued development of a high-quality service.
The role will require the successful candidate to deliver Procurement exercises and projects across a variety of categories while providing a highly professional service across both of the Trusts that we serve in Portsmouth and the Isle of Wight.
Excellent analytical and numerical skills are essential as well as a good working knowledge of Microsoft Office packages such as Excel, Word, and PowerPoint.
This is an extremely busy and interesting department to work in. You will meet a different challenge every day and the successful candidate will be an integral part of the team providing a first-class procurement service.
Our Procurement team recognises that every product and service it procures on behalf of the Trusts will affect each patient, to this end the Department is committed to providing best value products and services.
There will be a requirement for all post holders to be mobile and attend meetings at client sites, so travel across the geographical area will be expected. Our Procurement team is based at Lakeside North Harbour close to Queen Alexandra Hospital.
A mix of office and home working is supported (currently split equally - subject to continued review).
Main duties of the job
- The role will require the candidate to deliver Procurement exercises and projects across a variety of categories while providing a highly professional service for both Trusts.
- This role will be within the non-clinical team and whilst a variety of non-clinical areas will fall within this role's portfolio, the main focus will be on the Human Resources and Professional Services contracts. There will be specific involvement with the temporary staffing spend across the Trusts, reviewing the current strategy and meeting with the agencies to negotiate costs
- Provide project support to Senior Procurement Managers and Head of Procurement.

Qualifications
Essential criteria
- Good general standard of education including Mathematics and English Language to NVQ 4 or relevant equivalent.
- Must be prepared to work towards the completion of the Chartered Institute of Purchasing & Supply (CIPs).
Experience
Essential criteria
- Experience of a customer service and engagement environment. Evidence of skills that are transferable to the role.
Desirable criteria
- Experience of competitive quotations and tenders.
- Experience of public or major corporation procurement
- Experience of influencing others to lead change.
- Experience of working within the public sector.
Skills & Knowledge
Essential criteria
- Understanding of the principles of procurement.
- Competent with Microsoft Word, Excel, PowerPoint and Teams.
- Good written and oral communication skills.
- Proactive with good project management skills.
- Able to work as part of a team. Able to use initiative and work independently.
Desirable criteria
- Understanding and knowledge of UK Government public procurement regulations/legislation (e.g., TUPE, Social Value, Public Contract Regulations, Freedom of Information etc).
