RADIO SYSTEMS SUPERVISOR - (Emergency Management) - Polk County Board of County Commissioners
Location: Bartow Airport, FL
Schedule: Monday-Friday, 8AM-5PM
Pay Rate: $50,003.20 Annual Salary (Exempt)
MAJOR FUNCTION
Responsible for supervising the daily operations of the Radio Shop and the Radio Shop staff to include: coordinate incoming service requests with customers, scheduling work assignments with shop staff, monitoring work performed for safety, efficiency, quality assurance and compliance with applicable standards, procedures, and laws including Federal Communications Commission regulations and appropriate EIA/TIA standards.
ILLUSTRATIVE DUTIES
- Receives requests from customers for equipment selection, installation, repair, or service.
- Determines appropriate action and schedules work based on customer need and shop schedule.
- Coordinates schedule with customers and assigns work to shop staff based on skill level required and current workload, balancing workload to ensure maximum efficiency.
- Schedules, assigns and conducts preventative maintenance and inspections of communications infrastructure including tower sites and dispatch centers to ensure optimum system operation.
- Ensures all base station repeaters and transmitters are within tolerance of Federal Communications Commission license.
- Monitors and inspects maintenance and service work performed by outside organizations on support systems such as generators, Uninterruptible Power Supplies (UPS), and air conditioning units.
- Ensures work performed is in compliance with manufacturers specifications and is timely.
- Conducts periodic and annual employee evaluations for assigned staff based on performance and technical skill levels.
- Ensures compliance by assigned staff with personnel policies and procedures established by Polk County, Department of Public Safety, and the Division of Emergency Management.
- Assist the Radio System Manager and Radio System Engineer as necessary in developing and maintaining bid specifications for state of the art mobile, portable, and base station radios, appropriate test equipment, and service shop equipment that meets or exceeds current EIA/TIA standards and ensure compliance with the bid specifications when equipment is received.
- Develop and recommend additions and modifications for the Radio Shop standard operating procedures.
- Upon approval, implement new procedures and ensure assigned staff are properly trained and instructed in necessary performance.
- Develop and recommend an aggressive training schedule to ensure assigned personnel are kept up to date on all equipment they are required to service.
- Assist the Radio System Manager and Radio System Engineer as necessary in preparation of required Federal Communications Commission license applications for new radio frequencies and Federal Aviation Administration Tower construction requests for new or modifications to existing radio transmitter towers.
- Prepare periodic reports on Radio Shop operations including numbers and types of repairs and services performed, resource utilization of staff and equipment in the conduct of operations, efficiency and cost effectiveness of work performed, compliance with established goals for repair turnaround times, deficiencies observed in the conduct of operations, and recommendations to improve the overall operation.
- Prepare exception reports as necessary and assists in developing solutions to eliminate or reduce the problem.
- Develop and maintain accurate systems records including equipment status and disposition, parts inventory, installation and radio repair history.
- Records would include County owned, leased or rented two-way radio systems or equipment.
- Maintain County pager program and records to include service activation, lost or stolen pager replacement, pager deactivation, monthly billing for pagers, and regular coordination meetings with pager company representative.
- Perform related duties as required.
Qualifications
MINIMUM QUALIFICATIONS
- Graduate of an accredited two year college with course work in electronics, radio technology or computer science.
- A minimum of five (5) years experience in a communications technology related environment, including two (2) years supervising technical personnel.
- Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.
- A comparable amount of related training and experience may be substituted for the minimum qualifications.
SPECIAL PREFERENCE
Prefer applicants with experience in Public Safety, Emergency Medical Services, Fire Service , Law enforcement, or Military two-way radio communications systems in general and Motorola SmartNet II or SmartZone systems in particular, digital microwave systems, back up power systems.
