Job Description

The HSE & Service Delivery Advisor is responsible to providing leadership and management while ensuring proper resource planning (people, assets, materials, and facilities) to achieve alignment with Legal, HSE and Business Objectives, Customer Expectations, Market Trends, and to action identified gaps. The HSE & Service Delivery Advisor is responsible for setting and achieving meaningful KPIs to drive performance Improvement at the Geomarket level; implementing, supporting, managing and enforcing the policies, standards, and procedures of the Company’s Integrated Management System (IMS), including Operational Discipline and client standards and quality initiatives. The HSE & Service Delivery Advisor will collaborate with various organizational departments and business teams to improve synergies and ensure flawless service delivery, proactively identify opportunities for improvement for current process and procedures, and ensure operations and the Odessa facility are operating safely by implementing and maintaining approved health, safety, and environmental systems and programs.

The position reports directly to the Odessa TRS Operations Manager and has matrix reporting to the Global HSE Senior Manager and Service Delivery Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Odessa Site Health, Safety, Environmental, and Service Delivery Lead.
  • Primary USL contact to Corporate OIS/HSE and Service Delivery Organizations.
  • Assist Operations with the implementation of IMS processes focused on the Operational Discipline Playbook.
  • Driver for HSE culture, incident prevention, and safety leadership:
    • Work with management to create HSE goals, priorities and key performance measures.
    • Oversee and monitor the effectiveness and quality of HSE programs in achieving the Company’s goals and standards; provides summaries of program effectiveness and maturity.
    • Conduct audits of operations as required in support of applicable HSE legislation, standards, and contract requirements for compliance of Company policies.
    • Assure incidents are reported, investigated as required, corrective actions are completed and lessons learned get shared.
    • Conduct regular site visits
    • Work collaboratively with HR and Corporate HSE to effectively case manage injury incidents.
    • Conduct orientations for new and existing employees.
  • Manage operational and safety KPI data record keeping and reporting:
    • Develop and Monitor KPIs to evaluate effectiveness of recent operational activity.
    • Action any deviation from KPI targets to drive continuous improvement.
    • Drive implementation of data digitization and analytics efforts across global operations.
    • Field incident management process for operations to ensure meaningful root cause determination, corrective actions and closure.
  • Administer USL ISNetworld (ISN) and NCMS (D/A audits) accounts and manage client compliance.
  • Oversee XstremeMD account.

Supervise Department of Transportation (DOT) oversight and compliance.

  • Customer Engagement:
    • Liaise and build relationships with customers as the USL HSE point of contact
    • Customer communication regarding service delivery and operational performance.
    • Participate with Geomarket personnel in business performance review meetings with key accounts.
    • Participate with Geomarket personnel in high impact incident customer response.
  • Executing/implementing corporate Service Delivery strategies and plans at the Geomarket level.
  • Conducting business activities in accordance with Parker Drilling’s core values and policies.

Qualifications

NECESSARY QUALIFICATIONS, SKILLS AND ABILITIES

  • Bachelor degree from an accredited university, preferred.
  • Experience working for major oilfield Service Company is preferred.
  • Expected travel frequency 10% in addition to regular site visits

  • At a high level, must lead efforts to create and revise Work Safe Procedures as required, including after action reviews (AARs), and promote culture of operational and procedural discipline.  At a high level, must lead efforts with regard to dropped object prevention, including red zone/exclusion zone management, safety- tethered tools, dropped object inspections, risk assessments, etc.
  • Ensure all incidents are reported and appropriately investigated in accordance with Company policies, including incident notifications, reports generated in Industry Safe and Flash distribution.
