Job Description

This position is responsible for ensuring facility level safety operations by implementing and maintaining approved quality, health, safety and environmental systems and programs.

Essential functions

Oversee facility compliance with all applicable health, safety and environmental protection laws and regulations.

Act as Divisional Quality Assurance/Health, Safety, Environment (QA/HSE) Department and facility management and as the facility contact for local quality, health, safety, and environmental regulations in the jurisdiction in which the facility operates.

Manage and administer all Client reporting requirements.

Implement and manage the Company’s Environmental Health and Safety Program and the Injury and Illness Prevention Program of the facility.

Assist management with the administration of the facility competence assessment program.

Review and communicate comments on Job Safety Analyses performed by others. Assist in development of Job Safety Analyses as required.

Work with the crews to improve safety standards and practices by participating in tool-box talks, risk assessments, inspections, audits, and accident investigations; set a personal example.

Conduct regular audits to ensure that safe operating practices and safety procedures are carried out; advise on how to rectify unsafe procedures and practices.

Inspect safety and emergency response equipment on the facility.

Perform accident investigations and completes, maintains, and disseminates required accident reports.

Coordinate and implement emergency drills as required.

Manage the Safety Training Observation Program (S.T.O.P).

Participate in weekly and pre-tour safety meetings, present occupational health briefings.

Ensure mandated posters are exhibited in the proper place and that evacuation plans are maintained and posted.

Maintain government-mandated safety files and records.

Maintain the rig’s hazard assessment records and ensure assessments are conducted for any new hazardous substances or work techniques.

If applicable, may prepare payroll information for rig-based employees.

Organize travel manifests to and from the facility for employees and contractors.

Assist facility based employees with benefit forms and expedite these forms to the Benefits Department.

Maintain the rig’s personnel documentation system in accordance with the Company’s guidelines and regulatory requirements.

Assist in the execution of the facility Emergency Response Plan and oversees that the procedure is performed in a safe and controlled manner.

Maintain records of insurance liability forms for service companies on the facility.

Maintain updated knowledge of medical and emergency procedures and treatments and pharmacological preparations.

May assist in loading & unloading of personnel and equipment from aircraft, vessels, and vehicles.

Adhere to all Company policies and procedures.

Other duties and special projects as assigned.

Provide visible leadership engagement, be aware of housekeeping and take additional safety precautions to ensure no one is put at risk.

Do not take short cuts or unnecessary risks and actively work with others to ensure they take due care and do not put themselves or others at risk.

Ensure all incidents are reported and appropriately investigated in accordance with Company procedure.

Qualifications, skills and abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Must have High School Diploma.

Should have at least 5 years of work experience.

Must have good written and verbal communication skills and able to effectively communicate with staff, management, customers and vendors. Being multi-lingual is required.

Must have CPR and First Aid certification.

HUET, WSO, CSP, STCW or equivalent certification is preferred.

Must understand, interpret and implement applicable regulations within regulatory jurisdiction.

Must be able to understand and work mathematical equations.

Capacity to work effectively under pressure in ambiguous and complex situations.

Ability to work independently with multiple people at many levels and work as part of a team.

Professional relationship and interpersonal skills with strong customer service attitude.

Excellent time management skills to prioritize and manage multiple requests from various avenues, and the ability to change direction in response to fluctuating circumstances.

Must be able to problem solve.

Must be a self-motivator and work without close supervision.

Must be able to prioritize jobs and work under tight time constraints.

Must have excellent computer skills to include all MS Office products.

This position may work in various locations - both in the U.S. and internationally. Some locations may be subject to extreme temperatures, hostile environments, civil unrest, etc. Also, travel to and from work location may require extended layovers in unfamiliar locations. Potential for exposure to temperature changes, wetness, confined spaces, chemicals, grease and oil, working with ladder/scaffolds, working with hands in water, and working alone. Parker Drilling will supply adequate training and equipment to meet the functions of the job.
