Job Description

The Director of Finance is responsible for overall financial management, compliance, grants administration, human resources and operations oversight. S/he is responsible for ensuring that requirements for budget planning, monitoring, and reporting are fully met in a timely manner, and the establishment and management of financial, operational and administrative systems at Pollicy. S/he is also responsible for donor compliance mainly for finance and operations. S/he will be ultimately responsible for running smooth, efficient, and compliant project operations.

We are looking for someone meticulous, detail-oriented and flexible. They will work closely with the projects team with support from the Finance Managers, Director of Operations and Executive Director to streamline our financial processes. 

Qualifications

  1. Degree in management or finance.

  2. Professional certification (CPA or ACCA).

  3. Minimum of 7 years of experience in financial and administrative management for large donor-funded development projects.

  4. Diverse background in operations, with strong understanding of finance, administration, human resources and project management processes; 

  5. Significant experience in financial monitoring, budget systems, and internal controls.

  6. Excellent oral and written communication skills.

  7. Fluency in English required.

  8. Demonstrated strong analytical, interpersonal and multi-tasking skills. 

  9. Excellent leadership skills and demonstrated ability to manage and work effectively in team situations. 

  10. Proven ability to prepare budgets, contract/sub-contracts and donor financial reports. 

  11. Demonstrated capacity and prior experience in supervising others as a coach/mentor to train staff and develop financial skills of colleagues. 

  12. Excellent computer skills particularly Microsoft Office applications, accounting software such as QuickBooks and internet skills, Slack and Google Drive.

  13. Ability to multi-task and deliver on several different project needs at the same time. 

Additional Information

ROLES AND RESPONSIBILITIES. 

Leadership and Management 

  1. Ensure application of documented policies and procedures for finance and all core operations functions to ensure ongoing efficient, effective support and compliance across projects; 

  2. Ensure that a system is in place for regular performance assessment of Finance and Admin staff, including providing technical support and opportunities for development.

  3. Develop, coordinate and implement plans for the control, monitoring and reporting of financial operations to include controllership, treasury and budgets (work plan budgets, operating budgets and overall project budgets)

  4. Ensure that all financial information is consolidated on time and provided to top management as appropriate for analysis and dissemination

  5. Provide guidance to and overall supervision of the project finance, grants, human resources, administration and property management, operations (procurement, field expenses, inventory, safety & security).

  6. Provide regular training and coaching to staff on donor regulations, grant management systems, financial management, procurement and HR & administrative procedures

  7. Ensure timely dissemination of and training on new initiatives/guidelines and policies and monitoring of implementation.

Financial 

  1. Oversee the timely review, approval and submission of all internal financial reporting requirements for all projects.

  2. Review the finance policies and procedures to ensure efficiency and effectiveness

  3. Direct the timely and accurate preparation and approval of all donor financial reports in respect to accounting, legal and contractual requirements

  4. Establish and maintain professional banking relations; plan and monitor cash needs ensuring cash flow requirements of the project are met for smooth implementation of project activities. 

  5. Effectively organize and manage internal and external audits and oversee the tax functions.

  6. Provide the project management team with monthly financial reports including overall project budget status (budget tracker), work plan budgets status and ensuring potential issues are identified and addressed

  7. Work closely with senior management to develop and monitor annual work plan budgets, operating budgets and budget updates.

  8. Perform final financial reviews of budgets prior to approval and submission by the Finance Managers 

  9. Develop and monitor the project closeout plans in the final year of the project, including disposition of assets, reconciliation of final expenditures and commitments, and other administration aspects of project closeout;

  10. Perform internal audits and reviews, as required, to ensure compliance with company standards, donor requirements, and internationally accepted accounting practices.

  11. Work with project management to develop and implement strong systems of internal controls and ensure general management of risk and control environment.

  12. Participate in weekly Program Team staff meetings, including provision of work-related updates.

  13. Participate in weekly substantive check-ins with the Director of Operations

Compensation:

1500 - 2000 USD monthly.
