Job Description

Our Major Programme Services (MPS) team is looking for an exceptional Business Case / Investments Approval Specialist.  

As part of PA’s Delivery stream, PA’s Centre of Excellence for all project, programme, and portfolio capability, MPS works across Defence, major projects & infrastructure, transport, and public sector in client-facing roles on long-term assignments. Having experienced repeated successes in delivering value and excellence for our clients, most of whom are within daily commuting range from home, we are in high demand and are now expanding further across the UK. 

As a Business Case / Investment Approval Specialist, you will play a pivotal role in guiding and executing next phase investment decisions for some of the UK’s most complex projects across various industries. Your expertise in project management methodologies, leadership skills, strategic thinking and HMT’s Green Book will be crucial in delivering successful outcomes for our clients.

Location

Flexible working - we operate in a hybrid working environment, where there is limited requirement to attend your base office and travel is driven by client needs. Client locations include:  

  • Bristol 
  • Andover 
  • Portsmouth 
  • Cardiff 
  • Swindon 
  • Cheltenham 

You will have opportunity to:  

  • Lead and manage cross-functional project teams to ensure the successful delivery of business cases. 
  • Develop and execute approval plans, project plans, defining scope, goals, deliverables, resources, and timelines, whilst ensuring alignment with client objectives.   
  • Apply a variety of project management methodologies (Agile, Waterfall etc.)  
  • Identify and manage risks, issues, and dependencies, implementing mitigation strategies to ensure success.   
  • Foster strong long-term client relationships. 
  • Provide mentorship and guidance to junior team members and undertake knowledge transfer activities.  
  • Support Public Sector clients with generating the evidence and developing a compelling narrative for critical investment decisions.  
  • Management of the collation of underpinning evidence artefacts, including the prioritisation of evidence and the rapid maturing of artefacts; review and challenge evidence outputs to ensure Value for Money can be evidenced and clearly demonstrated.  
  • Act as lead author for elements of the business case, support artefacts and briefing material.   
  • Prepare for and Chair key business case forums, such as Kick-Off meetings, Evidence Working Groups and Business Case Working Groups. 

Qualifications

About You

  • Bachelor's degree in a relevant field; advanced degree or certification in Project Management (PMP, PRINCE2, Agile, etc.) is highly desirable.   
  • Experience in project management consulting/PMO or related roles, track record of delivering complex projects on time and within scope.   
  • Experience working in a consulting environment is preferred, with the ability to manage multiple projects concurrently.   
  • Strong expertise in applying project management methodologies and tools. 
  • Proven ability to manage and lead cross-functional teams. 
  • Exceptional interpersonal and communication skills, both written and verbal, with the ability to present complex information to clients and stakeholders in a clear and concise manner.  
  • Analytical mindset with the ability to identify and solve problems, make informed decisions, and manage risks effectively.   
  • Must be able to work at pace, to a high standard and usually to very tight deadlines.  
  • Previous experience of developing business cases within the Public Sector, preferably within the Ministry of Defence.  
  • A good working knowledge of His Majesty’s Treasury 5-Case Model. Better Business Case training, either at Foundation or Practitioner level, would be advantageous. Understanding of the MOD’s Business Case Approval process including the different types of submission, the key forums and associated artefacts. This includes awareness of JSP655 and 507.
