Ferrovial Construction Canada Inc. and VINCI Construction Grands Projets are undertaking the design, build, and finance the Ontario Line Southern Civil, Stations, and Tunnel (South Civil) package.

As Ontario Transit Group, we are now mobilizing our design and construction crews, with major works. The South Civil contract is anticipated to be completed in 2030.

The project will strengthen Ontario’s economy by supporting an estimated 1,500 jobs at the peak of construction.

What is the project?

• A six-kilometer tunnel and associated tunnelling works from Exhibition to Don Yard portal (west of the Don River).
• Stations:
  • One above-ground station to be integrated with the existing GO Transit Exhibition Station.
  • Two underground stations to be integrated with the existing TTC Osgoode and Queen subway stations.
  • Four new underground stations (King/Bathurst, Queen/Spadina, Moss Park, Corktown).

The CTO Station Manager is a design management role responsible for coordinating all design aspects of the assigned stations scope during the construction phase. The role provides the principal interface among design disciplines, Designers, construction teams, stakeholders, and OTG teams to resolve design issues, manage technical deliverables and changes, support commercial administration, and maintain control of the allocated ESDC budget.

Key Responsibilities:

Design Coordination During Construction

• Coordinate the design aspects of the assigned station scope throughout the construction phase.
• Coordinate interfaces among design disciplines and confirm that multidisciplinary inputs are aligned.
• Work closely with construction teams to address design requirements, constraints, interfaces, and emerging site issues.
• Track design matters requiring resolution and coordinate timely responses from the appropriate design parties.
• Maintain alignment between approved design information, construction needs, and project requirements.

Technical Deliverables, RFIs and Design Changes

• Prepare, coordinate, and review Requests for Information (RFIs), CNCs, SDS and NDCs.
• Prepare and coordinate Design Change Requests, including the required multidisciplinary and stakeholder inputs.
• Review technical submissions and responses for completeness, consistency, constructability, and alignment with the applicable scope.
• Coordinate resolution of design comments, clashes, non-conformities, and technical queries affecting the assigned station scope.
• Maintain clear records of design decisions, actions, responses, and change status.

Design Team, Stakeholder and Construction Interface

• Attend, manage, and coordinate meetings with other design teams, the Designer, stakeholders, construction teams, and OTG teams.
• Establish meeting objectives, coordinate required inputs, document decisions and actions, and follow up to closure.
• Act as the focal point for design coordination within the assigned station scope.
• Facilitate timely communication and resolution of design interfaces across project participants.
• Escalate unresolved design risks, conflicts, and decisions to the appropriate project leadership.

Commercial, Invoice and Claims Administration

• Review Designer invoices for scope alignment, progress, supporting information, and consistency with the applicable commercial requirements.
• Prepare claims to Designers and coordinate the supporting technical and commercial records.
• Review claims submitted by Designers and coordinate assessments with relevant project functions.
• Monitor the commercial implications of design changes, additional services, delays, and rework.
• Support clear and auditable records for invoices, claims, and design-related commercial matters.

ESDC Budget, Risk and Reporting

• Control and manage the ESDC budget allocated to the assigned scope.
• Monitor commitments, forecasts, actual costs, potential changes, and emerging budget pressures.
• Provide accurate reporting on design progress, key decisions, risks, changes, claims, and budget status.
• Identify design-related risks and coordinate mitigation actions with design, construction, commercial, and project controls teams.
• Support compliance with applicable design management processes, contract requirements, and project governance.

• Bachelor's Degree in Engineering, Architecture, Design Management, Engineering Technology, or a related discipline; Master's Degree is preferred.
• Professional or technical designation relevant to the assigned design scope, where required.
• Professional Engineer (P.Eng.), Architect designation, PMP, or equivalent project or design management certification preferred.
• 10+ years of experience in design, design management, or technical coordination on major infrastructure, transit, transportation, or comparable multidisciplinary projects.
• Experience coordinating design activities during the construction phase.
• Experience managing multidisciplinary interfaces across civil, structural, architectural, MEP, systems, and construction teams.
• Experience with RFIs, design changes, invoices, and claims administration.
• Experience on large transit infrastructure projects is an asset.
• Strong knowledge of design management and multidisciplinary design coordination during construction. 
• Ability to interpret drawings, specifications, technical reports, contract documents, and design submissions.
• Strong understanding of design interfaces, change control, constructability, and technical issue resolution.
• Ability to prepare and review RFIs, CNCs, NDCs, and Design Change Requests.
• Experience reviewing invoices and preparing or assessing design-related claims.
• Budget control, forecasting, reporting, organization, communication, negotiation, and problem-solving skills.
• Ability to lead coordination meetings and drive actions to closure.
• Experience using Microsoft Office Suite, Bluebeam, Autodesk Construction Cloud (ACC) or an equivalent common data environment.
• Document control, design review, and collaboration platforms used by the project.
