Our Waihi Operation in the North Island of New Zealand is an underground gold mine. A recent consent for the Waihi North Project, a new mine to be developed 6km north of the existing operation has provided a long term extension of mine life providing our 400 staff and contractors, and the people of Waihi, an assurance that we plan to be here for the long-term.
Job Description
We are seeking a highly skilled and experienced consenting advisor to join our team at OceanaGold Waihi to support our growing mine site. You will be responsible for managing and overseeing the regulatory approvals processes related to the Waihi North Project. You will ensure compliance with regulations and standards while promoting sustainable practices within the company.
The role is responsible for undertaking or coordinating planning assessments for key Waihi North Project activities and obtaining the required statutory approvals (National and Local), either by preparing applications internally, or engaging planning consultants. You will review and submit on national and local policy and planning documents relevant to the company’s operations.
You will have had extensive experience with preparing consent or permit applications and coordinating planning and technical assessments for complex activities, including the management of specialist consultants. You will have had significant experience with managing a multitude of internal and external stakeholders, developing and implementing tailored engagement strategies, environmental planning, environmental assessments, impact statements, and risk management.
Key Tasks and Responsibilities:
- Manage the approvals process for mining and ancillary activities, including consent applications, compliance reporting, and regulatory submissions.
- Develop and maintain relationships with regulatory agencies, local communities, and stakeholders to facilitate the approval process and address environmental concerns.
- Coordinate the assessment of environmental effects (AEE) and provide input into mine planning processes to minimise environmental impacts.
- Identify of key statutory approvals in accordance with the project approval strategy.
- Work with the construction and environmental teams to manage the delivery of approvals to meet construction and operational timeframes.
- Assist in the preparation of environmental review documents and response to public submissions.
- Develop specific scopes of work for specialist consultants. Manage the execution of work to meet quality, budget and schedule requirements.
- Produce reports in support of project objectives and ensure allocation of resources is commensurate with project delivery timeframes.
- Monitor and track environmental compliance requirements, ensuring that all permits and approvals are up to date and in accordance with regulations.
- Work collaboratively with a team of environmental specialists and other departments to ensure environmental compliance goals are met.
- Stay up to date with changes in environmental regulations, planning law and industry best practices, providing guidance and training to staff as needed.
- Participate in audits and inspections to assess environmental performance and identify areas for improvement.
- Lead the development and implementation of the Waihi North Project regulatory compliance framework, including compliance registers, consent condition tracking systems, verification processes, and regulatory reporting
- Ensure effective implementation, interpretation, and compliance with all consent and permit conditions, including development of consent management plans and verification of compliance across construction and operational activities.
- Identify, assess and manage regulatory risks across project activities, ensuring regulatory risks are integrated into project risk registers and mitigation strategies.
- Provide oversight of construction and contractor activities to ensure compliance with project approvals, environmental management plans, and regulatory obligations
- Lead the management of regulatory incidents and non-compliance events, including investigation, regulator notification, and implementation of corrective actions.
- Provide regular internal and external reporting to project leadership on regulatory performance, approvals status, compliance risks, and emerging regulatory issues.
Qualifications
- Bachelor's degree in Planning, Environmental Management, Environmental Engineering, or a related field.
Experience:
- Minimum of 10 years experience in approvals management.
- Strong knowledge of NZ environmental and planning policy, regulations, permitting processes, and best practices.
- Excellent project management skills with the ability to prioritise and meet deadlines.
- Strong communication and interpersonal skills, with the ability to work effectively with a diverse range of stakeholders.
- Stakeholder engagement with external regulators, stakeholders and the External Affairs & Social Performance and Legal teams to ensure alignment with regulator and community expectations
- Strong track record with engaging with stakeholders across multiple sites and workstreams including regulatory
- Demonstrated experience in a business planning role
- Demonstrated experience in risk management techniques and critical controls
- Track record of interfacing with, and influencing, internal managers across all functions of the business
- Familiar with basic financial metrics and budgeting tools.
