The OECD has earned a leading role in financial and enterprise issues. The core mission of the Directorate for Financial and Enterprise Affairs (DAF) is to assist markets to fund inclusive economic growth, and in turn Better Lives, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and international organisations. DAF’s mission is pursued through five substantive divisions whose teams provide member and partner countries with policy guidance, analysis and support in the areas of competition, anti-corruption, corporate governance, financial markets, insurance and pensions, consumer finance, responsible business conduct and international investment. DAF currently employs about 350 staff members (economists, lawyers, statisticians, support staff, consultants and trainees), who support work across a broad range of policy areas.
The Capital Markets and Financial Institutions Division (CM) focuses on the following thematic areas: financial markets and financial economics, insurance and pensions, financial education and consumer protection, corporate governance and state-owned enterprises. This work is developed under the guidance of the Committee on Financial Markets and the Corporate Governance Committee and their respective sub-bodies.
DAF is looking for a Junior Economist for the Financial Economics Team in the Capital Markets and Financial Institutions Division. The successful candidate will contribute to the OECD’s work supporting member and non-member countries to improve the functioning of their capital markets with a view to supporting access to finance, protect investors and increase corporate sustainability.
The selected candidate will report to a senior policy analyst in the Financial Economics Team.
Job Description
Main responsibilities
Data analysis
- Manage and update financial databases, collect data from commercial and other sources, and improve the efficiency of data collection and management processes.
- Develop new databases and produce novel indicators.
- Stay abreast of emerging AI tools and methods and assess their potential to enhance data infrastructure, visualisation and analysis.
Policy analysis
- Conduct policy-relevant research and technical analysis on capital markets and related areas.
- Contribute to the team’s evidence-based and data-driven analytical work, by using statistical techniques, including econometric modelling and microdata analysis, and identify trends that merit policy attention in capital market developments.
- Monitor capital market developments and public policies affecting corporate access to finance, drawing on academic research and other policy-relevant literature.
- Present findings and policy implications to internal and external stakeholders, including national governments and international partners.
Work for senior OECD management
- Contribute to the preparation of meeting briefings, talking points, speeches and presentations for senior OECD management.
Liaison, dissemination and representation
- Participate in discussions in expert groups and conferences related to the team’s work on capital markets.
- Represent the team/Division in meetings as required and synthesise and report back to Division management on key outcomes and issues for follow-up.
- Establish and develop professional contacts with government officials, the business community, other international organisations and the academic community to support the analytical work and engagement of participants to the committees, their roundtables and other policy dialogue events.
- Contribute to the wide dissemination of the Division’s reports on capital markets.
Qualifications
Ideal Candidate Profile
Academic Background
- An advanced university degree in finance, economics, business and finance or related field with a strong quantitative focus.
- Strong analytical background in finance would be an advantage.
Tools
- Proficiency in programming languages such as R with the ability to write clean, efficient and well-documented codes is a requirement.
- Ability to programme in other languages such as SQL, Python or Stata would be an advantage.
- Familiarity with commercial financial databases, such as Bloomberg, LSEG, FactSet, Preqin and Orbis would be an advantage.
Professional Background
- A minimum of one year of professional experience in capital markets or a related field.
- Experience working with large datasets.
- Previous professional experience or academic training in finance would be an advantage.
- Experience in organising, analysing and synthesising information, and drafting for both technical and general audiences.
- Strong team spirit and ability to work effectively in a collaborative environment.
- Strong drafting skills in English.

- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Salary Information
