MOPAN – the Multilateral Organisation Performance Assessment Network - is a network of 22 member states who assess multilateral organisations, shape performance standards, and champion learning and insights to strengthen development and humanitarian results and promote accountability. Capitalising on the Network’s unique cross-multilateral system perspective and expertise, MOPAN members work together to deliver relevant, impartial, high-quality and timely performance information as a public good through an inclusive and transparent approach. MOPAN’s performance information mitigates risks, informs decision-making and supports change, helping to increase knowledge and trust amongst all stakeholders, and ultimately to achieve a stronger and better performing multilateral system.

MOPAN is serviced by a Secretariat, which is hosted by the Development Co-operation Directorate (DCD) at the OECD. The Secretariat is looking for a dynamic Junior Policy Analyst with knowledge of the multilateral system and proficient organisational skills to support the work of the Secretariat. In particular s/he will have experience producing high-quality written materials tailored to specific audiences and have experience coordinating between multiple stakeholders. Strong communication skills and an understanding of ongoing developments within the multilateral system are essential. S/he will also proactively contribute to strengthening MOPAN’s ‘mission-critical’ activities to enhance impact.
The Junior Policy Analyst will work under the direct supervision of a MOPAN Policy Advisor.
Job Description
Main Responsibilities
Partnership and Governance
- Support the preparation of briefing materials for Bureau and Steering Committee meetings and their smooth and effective implementation.
- Support the preparation and provide oversight of MOPAN’s Working Groups and their smooth and effective implementation.
- Support the MOPAN Policy Advisor to engage with MOPAN members and other multilateral stakeholders to implement MOPAN’s Programme of Work and maximise impact.
- Conduct and contribute to policy research and analysis on member policy positions on issues of multilateral performance.
- Assist with MOPAN expanding its involvement in policy dialogues across the multilateral system.
Strategic Engagement
- Lead elements of MOPAN’s engagement and inclusivity efforts, including operational and monitoring activities and member-only briefings
- Support and prepare materials for MOPAN’s annual high-level and other events and briefings, including member presentations, talking points and background information on multilateral development policies.
- Support the development and implementation of MOPAN’s engagement and inclusivity strategy and the Network’s strategic development, including expansion activities.
- Support the management of the MOPANs directory and engagement with key multilateral stakeholders.
Policy Research and Advice
- Develop a robust understanding of the MOPAN assessment methodology and the political-economy context of the multilateral system.
- Provide research and analysis of emerging systemic questions to support MOPAN member needs and MOPAN’s 2025-26 Programme of Work and Budget.
- Support the delivery of MOPAN assessments and insights as needed, including engagement with special-track organisations and external multilateral stakeholders.
- Contribute to the preparation of background documentation for the Head of Secretariat and MOPAN Institutional Leads for MOPAN assessment and insight events.
Other tasks:
- Contribute to MOPAN Secretariat reflections on improving the impact of MOPANs’ work and delivery of new vision and strategy.
- Support horizontal collaboration within the MOPAN Secretariat and between MOPAN and DCD.
Qualifications
Ideal Candidate Profile
Academic and Professional Background
- An advanced university degree in international affairs/relations, development, political science, public administration, economics or other related fields.
- A minimum of four years of relevant experience in development co-operation issues and/or international relations. Experience working with multilateral organisations or delegations to multilateral organisations would be an advantage.
- Skills in policy analysis, synthesizing reports and identifying key issues, examples of best practices, and areas of improvement within the multilateral system.
- Excellent drafting, communication, and relationship management skills.
- Experience with project and portfolio management in partnership and governance areas would be an advantage
- Familiarity with MOPAN’s work would be an advantage.
Languages
- An excellent command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other.
- Knowledge of other languages would be an advantage.

Contract Duration
- Official appointment from 03 March 2025 to 31 December 2026 with the possibility of extension.
