Job Description

Position summary:

The Information, Communication, Technology for Development (ICTD) Assistant will lead in establishing and sustaining a robust Integrated Data and information management system in NAZ, develop data/information products, provide technical support to quantitative and qualitative data analysis for surveys and assessments, and act as overall lead on information management tasks. The ICTD Assistant will primarily aim to transform data collected from NAZ interventions and activities into meaningful information that will facilitate learning.

The Information, Communication, Technology for Development (ICTD) Assistant supports the design, implementation, and maintenance of digital and information systems that enhance both programme delivery and organizational operations at Nutrition Action Zimbabwe. The role focuses on leveraging appropriate technologies to improve data management, communication, efficiency, and decision-making across the organization.

The ICTD Assistant will contribute to the development and management of integrated information systems, including databases, mobile data collection platforms, and digital reporting tools, while also providing technical support for organizational ICT infrastructure, systems, and users. The role will ensure that digital solutions are functional, secure, and aligned with organizational needs, policies, and donor requirements.

Working closely with the (Monitoring Evaluation, Accountability & Learning (MEAL) function, the Assistant will support the transformation of programme data into meaningful information for learning and reporting, while also promoting the adoption of innovative ICTD approaches to strengthen programme quality, accountability, and operational effectiveness.[NS1] [PM2]

Duties and Responsibilities

Objective 1: MEAL Integrated Database Development and management.

  • Responsible for integrating and providing technical support in the use of ICTD applications.
  • Develop a comprehensive project management information system using software programming languages such as VB/Java / SQL/ and appropriate database software’s.
  • Develops and formats Program MEAL Data Collection Tools such as beneficiary registration, surveys and output and outcome monitoring tools.
  • Ensures full functionality of computerised mobile data collection systems for regular field monitoring, surveys and assessments including providing support to the users.
  • Assesses information management needs of the organisation and provide technical guidance in collaboration with the MEAL SI Manager.
  • Link project MEAL documents and frameworks with actual data collected and Ensure consistency between MEAL database and Activity Reports.
  • Formatting and consolidating outcome data and run validation scripts to support reporting.
  • Support data entry and fulfil the data needs for all the projects.
  • Participate in the development of new templates for data collection and reporting in liaison with the MEAL Manager / Project Manager in various Locations.
  • Support different users in capacity building and efficient utilisation of the systems developed.
  • Troubleshoot any database or data flow challenges which may emerge.

Objective 2: Improve and strengthen MEAL data quality.

  • Develop MEAL data management guidelines that will be applied to all programs and projects across the organization.
  • Monitor and assess the implementation of the guidelines and provide technical input.
  • Sets up data storage facilities, back-ups and restoration and ensures the database is secure and protected.
  • Ensure that data collected respect NAZ MEAL Quality Standards, donor requirement.
  • Advise and support Project team members, Partners, Stakeholders and MEAL Manager to determine ways to improve the quality of data collection.
  • Lead on the development of MEAL data storage platforms and systems to be standardized at organization level.
  • Ensure backups and spot checks are done regularly on the data collection plans and mapping.
  • Proposing and setting necessary measures to improve management of data.
  • Undertake a regular audit of NAZ data collection and storage processes and rectify any compliance issues.

Objective 3:  MEAL Data analysis and reporting.

  • Contribute to MEAL data analysis by cleaning data, preparing graph and analytic tables to communicate to MEAL Assistants and, MEAL Manager.
  • Generates analysis reports from the database and submits to the MEAL Manager for decision making.
  • Generate data for reporting and analysis as required e.g., donors reporting, NAZ internal reporting, NAZ communication reporting.
  • Conduct regular assessment of information, data needs, structures, identify areas for action, propose solutions, and work closely with relevant operations and technical teams to undertake required actions.
  • Verify the accuracy of the data being updated in the system and collected during assessments.
  • Clean data entered the DBMS and collected during assessments and flag any issues to the relevant departments.
  • Extract queries, figures, and reports from the database.
  • Undertake a regular audit of the charity's data collection and storage processes and rectify any compliance issues.

Objective 4:  Visualization of MEAL reports.

  • Produce and update information products such as maps, charts, and infographics by turning data into graphical products to convey messages and a storyline as well as support strategic and operational decision-making.
  • Asist the Project Managers Communication team and NAZ Staff to produce regular factsheets / snapshots with meaningful analysis of data as required.
  • Produce MEAL visualisations, infographics, statistics, maps, and charts that are reader-friendly and adapted based on the target audience.
  • Define project’s process indicators in IPTT tool, develop formulas to ensure each indicator is properly calculated the progress of the activity on a regular basis and agreed with the Programme Manager.
  • Review the early warning system indicators with technical departments and design dataset that summarizes the indicators of each sector and statistically weigh each indicator to be reflected in the dashboard per district.

Objective 5:  ICT Systems Support, Coordination and Digital Transformation[NS3] [PM4] 

In liaison with the Administration and Information Technology Assistant:
 

  • Support the maintenance and functionality of NAZ’s core ICT infrastructure including computers, networks, cloud systems, and communication platforms in coordination with service providers.
  • Provide first-level technical support to staff on ICT-related issues (hardware, software, connectivity, user access), and escalate complex issues where necessary.
  • Assist in the management and administration of organizational systems including email platforms (e.g., Microsoft 365), shared drives, and cloud-based collaboration tools.
  • Support implementation and enforcement of ICT policies, including acceptable use, data protection, cybersecurity, and access control protocols.
  • Coordinate routine system backups, updates, antivirus management, and ensure endpoint protection across organizational devices.
  • Maintain an updated inventory of ICT assets (hardware and software) and support lifecycle management including procurement planning and disposal.
  • Contribute to the standardization and documentation of ICT systems, tools, and workflows across departments.
  • Support integration of digital tools beyond MEAL (e.g., HR systems, finance systems, communication platforms) to improve organizational efficiency.
  • Participate in identifying and piloting innovative ICT4D solutions to enhance programme delivery (e.g., digital beneficiary engagement tools, mobile platforms, remote monitoring technologies).
  • Support training of staff on general ICT tools, digital literacy, and safe technology use practices.
  • Liaise with external ICT vendors and service providers to ensure timely resolution of technical issues and system improvements.

Policy compliance – Mandatory Reporting Policy (MRP):

  • Comply with all NAZ policies. 
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by NAZ and other humanitarian workers.

Note:  The role of Information, Communication, Technology for Development (ICT4D) Assistant cannot be limited to the specific duties and tasks detailed herein and may be adjusted in accordance with the needs and operational circumstances of the organization. Qualifications

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training.

Education Qualifications and Experience requirements

Core Understanding of how technology supports MEAL systems, programme implementation, and operational workflows.

  • Degree in Information Technology, Computer Sciences, Statistical analysis or any relevant fields. Computer sciences is an asset.
  • 2-4 years of experience in Management of Information Systems, data analysis, data collection and data visualization.
  • Additional training or certification in database management, systems administration, or ICT4D solutions is an added advantage.

Core required Technical Skills:

  • Basic understanding of ICT infrastructure, including hardware, networks, and system administration concepts.
  • Familiarity with data protection, cybersecurity principles, and backup/recovery processes.
  • Strong working knowledge of Microsoft 365 (or similar platforms), including SharePoint/OneDrive, Excel (advanced),
  • Demonstrated professional expertise in development and management of ICT systems, Databases, ICT4D solutions and development and design of information systems.
  • SQL, MS Access, Advance MS Excel, VB, Mobile application, Power BI, Analysis Data, Reporting skill GIS skills, Adobe InDesign, Illustrator, Photoshop, GIS mapping.
  • Experience with mobile data collection platforms (e.g., KoboToolbox, ODK, CommCare) and digital data workflows.
  • Strong experience with Power BI and geographic information system GIS.
  • Proven experience with big data, Managing Complex data collection Assessments of quantitative and qualitative data.
  • Strong data management skills including data cleaning, validation, analysis, and interpretation.
  • Experience integrating different systems (e.g., linking data collection tools to databases and reporting dashboards).
  • Ability to generate meaningful insights, dashboards, and reports for decision-making

Support and Operational Skills

  • Ability to provide first-line ICT support and troubleshoot common hardware, software, and system issues.
  • High level of integrity, especially in handling sensitive data and information.
