NAZ is seeking to recruit the FSL Program Officer to support implemention of its projects . #NB: This recruitment is  in anticipation of funding

Job Description

The officer will be responsible for providing programmes support services to the FSL programme Manager in the planning, leading, organising and coordination of FSL projects. S/he will be involved in backstopping FSL programs operations, ensuring compliance, quality assurance, communication, information management, and coordination of resource mobilisation. S/he will work with guidance from the FSL Programme Manager and in collaboration with other technical Managers and Field Supervisors, key stakeholders, and line ministries to improve on efficiency and effectiveness of NAZ Programmes

Main Duties:

  1. Program Support across all FSL projects  
  • Provides a backstopping programming function across all FSL projects and activities.
  • Support in ensuring an efficient and cost effective project cycle management practices.
  • Assist FSL Manager and project teams in the production and maintenance of project plans.
  • Review project updates to inform on accurate decision-making for current and future programming in liaison with other Managers. 
  • Conduct capacity strengthening of staff in report writing, effective communication, coordination, and stakeholder management.
  • Support training programs for staff on donor regulations and program compliance issues.
  1. Assist in Coordination of resource mobilisation.
  • Assist in FSL programs resource mobilisation in liaison with the FSL Manager and other managers.
  • Coordinate regular grant monitoring through facilitation and support of regular and timely review meetings, inception, and closing meetings at field levels.
  • Maintain a broad and deep understanding of relevant donor policies, regulations, and procedures and ensure compliance in the grant application process.
  1. Monitoring and Reporting
  • Carries out some field monitoring and support visits to project sites in liaison with FSL Program manager. Compiles and shares detailed reports of the same, with clear recommendations.
  • Supports the MEAL team in data collection, analysis and report writing.
  • Assists the FSL Program Manager in carrying out some case studies and research in FSL components and comes up with position papers.
  • Reviews all project reports (weekly, monthly, activity reports) coming from the field for quality, outcomes before sharing with the FSL Manager and other partners.
  • Compiles project and donor reports as per donor requirements and expectations.
  • Ensures documentation of all FSL reports, stories, pictures and documents.
  1. Representation
  • Attend relevant internal and external meetings, including cluster coordination and technical working group meetings as directed by the FSL Manager.
  • Be the focal person in place of any absent Technical Managers
  • Assist in the overall coordination of key stakeholders and line Ministries and other civic organisations as may be directed by the FSL Manager
  • Undertake any other administrative tasks as may be requested by Technical Managers through the FSL manager.

Qualifications

  • Degree in Agriculture, Environment and Natural Resources Management, Climate Change, Food Security or any other related fields.
  • At least 3 years’ experience in program coordination and management.
  • At least 3 years’ experience working with donor programmes, proposal writing with a clear understanding of the planning and funding cycles.
  • Demonstrated strength in analytical thinking, donor regulations and reporting.
  • Strong professional knowledge in and representation skills at all levels.
  • Highly flexible and adaptive to new and changing working environments.
  • Excellent communication and writing skills in English.
  • Good interpersonal skills and has commitment to drive solution processes.
  • Should be able to work with minimal supervision.
  • Should be willing to travel to remote project sites.
