Job Description

GIS Developer

NexGen is currently seeking a GIS Developer I with the background to support the
requirements gathering and software requirements specification writing for a
federal software application. This individual will be required to work closely
with members of the NexGen’s and client’s teams, including but not limited to
subject matter experts, technical leads, and project managers.

Essential Duties and Responsibilities include the
following. Other duties may be assigned:

  • Software programming of interface and support
    routines in GIS, .NET, JavaScript, SQL, and ArcGIS.

  • Create and modify workflows using the ESRI ArcGIS
    workflow manager and integrate them with other Arc desktop tools.

  • Use versioned ArcGIS server Geospatial database

  • Develop training material, user manuals,
    presentations, and reports.

  • Troubleshoot issues reported by end users.

  • Participate in appropriate meetings, workshops, and
    technical meetings; as well as making formal presentations

  • Assist with Information Technology planning,
    design, developing and coordinating the installation, testing, operation,
    monitoring, troubleshooting/debug, and maintenance of new or existing
    applications. Work with IT staff to
    ensure databases software applications meet technical, functional and security
    requirements; ensure applications are optimized for state-of-the-art technology
    and functionality.

  • Document customer business rules and functional


  • Bachelors degree in Management Information Systems,
    Computer Science, Business, or related discipline


  • More than 3 years of experience with ESRI ARCGIS 10
    or higher (Python, SDE)

  • More than 3 years of experience with JavaScript,

  • Comprehensive knowledge of the principles, methods,
    and techniques of Geospatial Information Systems (GIS) to provide advice and
    guidance in the application of GIS technology.

  • Expertise in applying analytical and evaluative
    methods and techniques and evaluation criteria to issues concerning the
    efficiency and effectiveness of geospatial and information program
    effectiveness and operations. Skill in conducting detailed analyses of complex
    functions and work processes.

  • Ability to plan, implement, and apply information
    management principles to efficiently organize and manage resource information
    and provide guidance to integrate information across agency lines, and analyze
    data so that information is accessible, consistent, accurate, and sharable.

  • Expertise in applying IT concepts, principles,
    methods and practices including security principles and methods, and oral and
    written communication techniques.

  • Knowledge and skills in systems analysis and design
    methodologies, systems documentation of requirements for databases and
    applications using the following products, and/or technologies: Share Point; MS
    Office suite (Word, Excel, Access, Visio, and PowerPoint).

  • Extensive knowledge and skill in IT systems
    development life cycle management concepts, configuration, change and release
    management principles and concepts.

  • Ability to write procedures, document business
    processes, and prepare application documentation.

  • Expertise in web service protocols, including REST
    and SOAP.

Additional Information

Additional Desired Skills/Experience:

  • Certified Oracle Database Administrator preferably 9i or above
  • Knowledge of J2EE framework.
  • Experience using Informatica.
  • Experience interacting with Informix 9.4 databases.

The candidate should also possess strong oral and written communication, problem solving skills and should be a team player.

The successful candidate will also be able to pass background screening prior to employment.
