Job Description

  • Ensure maximum economic efficiency of the department and the company as a whole:
  • Organization and coordination of work, as well as control over: development of the Annual budget of the Schools (including the preparation of consolidated drafts), as well as their adjustments; preparation of reports on the execution of Schools’ budgets based on the results of the reporting periods and submission them for consideration by the relevant bodies of the University governance.
  • Optimization and automation of the budgeting processes at the University.
  • Interaction with government agencies.
  • Ensuring the preparation and conducting of meetings of the Commission on planning of academic and scientific-research activity under the University Budget Committee.
  • Organization of preparation, consideration and agreement of documents submitted for consideration to the authorized bodies of the University in accordance with the internal documents on issues within the competence of the Division.
  • Preparation of analytical reports, reports and presentation materials on behalf of the top management
  • maintaining correspondence related to one's duties.
  • Providing management advice to senior management, managers of subsidiary and dependent organizations and heads of divisions on issues within the competence of the Division.
  • Participation in meetings held by structural divisions of the University, state and other organizations within the competence of the Division.
  • Participation in the processes of identifying, assessing, managing, monitoring risks within the competence of the Division.
  • Maintaining the document of the Division archive related to interactions with the Schools, in accordance with established requirements.
  • Performance of duties of the Deputy Director of the Division during his temporary absence (up to one month).

Qualifications

  • Master in the area of economics / finance / business administration;
  • Seven years min, at least three of them supervising people;

  • Minimum five years with the PhD degree in the area of economics / finance / business administration

  • Knowledge of the Constitution of the Republic of Kazakhstan, the Laws of the Republic of Kazakhstan “On the status of “Nazarbayev University”, “Nazarbayev Intellectual Schools”, “Nazarbayev Fund”, legislative and other regulatory legal acts of the Republic of Kazakhstan in the field in which he works, as well as in the field of budgeting, medium-term planning, economic analysis and financial accounting, as well as in the field of education and science, economics and finance, management and business planning;

  • good knowledge of MS Office, Excel, PowerPoint,1C, CAD programs.

Additional Information

  • Analytical skills (forecasts preparation on the basis of available data);
  • Skills of preparation of analytical materials (reports, explanatory notes);

  • Sociability, high leadership skills, stress resistance and teamwork skills.

  • High level of using PC (Word, Excel, PowerPoint, Internet Explorer, Outlook Express)

  • Knowledge of Kazakh and English is preferred for effective business correspondence, analytical materials, interaction in the established order with state bodies, research   -   scientific   and   educational   organizations, consulting and rating companies, financial analysts and other organizations and individuals on issues within the competence of the Division
